According to the program, this morning (October 21), the 8th session of the 15th National Assembly will officially open.

The session will be held in two phases, with the first phase from October 21 to November 13; the second phase from November 20 to the morning of November 30, during which the National Assembly will work on four Saturdays. The total working time of the session is expected to be 29.5 days.

At the opening session, after the opening speech of the session by National Assembly Chairman Tran Thanh Man , General Secretary and President To Lam will give an important directive speech.

Next, the National Assembly will listen to the Government's reports on the results of the implementation of the 2024 socio -economic development plan and the expected 2025 socio-economic development plan. and review by the Economic Committee.

The National Assembly will also listen to the Chairman of the Central Committee of the Vietnam Fatherland Front present a report summarizing opinions and recommendations of voters and people sent to the 8th session. Report on the results of monitoring the settlement of voters' recommendations sent to the 7th session.

On the first working day, the National Assembly is expected to review personnel work, specifically implementing the personnel process for the President according to the provisions of the Constitution and laws.

Previously, at the recent 10th Central Conference, a vote was taken to introduce qualified personnel and will submit them to the National Assembly for election to the position of President for the 2021-2026 term according to regulations.

Heavy rain is forecast over a wide area in Da Nang city from October 20 to 24.

Rescue of Chinese crew member on AMIS STAR ship who suffered a stroke at sea

On the evening of October 20, information from the Maritime Search and Rescue Coordination Center Region III (under the Vietnam Maritime Search and Rescue Coordination Center) said that at 6:15 p.m. the same day, the specialized search and rescue ship SAR 413 of the unit docked at the port in Vung Tau city, promptly bringing a foreign crew member on the AMIS STAR ship to shore for emergency treatment.

Accordingly, at 0:03 on October 20, the Vietnam Maritime Search and Rescue Coordination Center received information from the captain of the AMIS STAR ship, Liberian nationality, number MMSI 636019537, on a voyage from Singapore to China, when a 54-year-old Chinese captain on board had a stroke.

The crew member's condition at that time was a sudden increase in blood pressure, slurred speech, and difficulty moving. The AMIS STAR changed course to Vung Tau and requested assistance in evacuating the victim to shore for emergency treatment.

Realizing that the victim's situation was very critical and could be life-threatening, the Vietnam Maritime Search and Rescue Coordination Center (Ministry of Transport) requested the Ho Chi Minh City Coastal Information Station to connect with the AMIS STAR ship to provide medical advice to the ship, coordinate with relevant agencies and ship owner representatives to deploy an emergency evacuation plan for the crew to shore.

Under the direction of the National Committee for Incident and Disaster Response and Search and Rescue; Ministry of Transport; Vietnam Maritime Administration, Vietnam Maritime Search and Rescue Coordination Center mobilized specialized search and rescue ship SAR 413, which is on standby in Vung Tau, along with a medical team to urgently rescue the crew.

At 4:00 p.m. the same day, SAR 413 approached AMIS STAR, bringing rescue workers and doctors on board to provide first aid to the patient. The crew was then transferred to SAR 413 for an urgent journey back to shore.

At 6:15 p.m. the same day, SAR 413 arrived at the wharf of the Maritime Search and Rescue Coordination Center Region III in Vung Tau, handing over the victim to the authorities. Thanks to timely support, the victim was out of danger and was taken to the French-Vietnamese Hospital (HCMC) for emergency treatment.
