On the afternoon of May 15, the Propaganda and Mass Mobilization Department of the City Party Committee and the Department of Culture, Sports and Tourism of Ho Chi Minh City held a press conference to provide information on socio -economic issues in the city.
People are easily attracted by products that are advertised with hype.
Regarding information on the quality of goods on the Internet, Mr. Nguyen Quang Huy, Deputy Head of the Market Management Department, Ho Chi Minh City Department of Industry and Trade, said that currently, the management of goods quality on the Internet still faces many challenges due to anonymity, cross-border nature and rapid development of technology. The huge number of transactions, the diversity of business types (from large e-commerce platforms to personal sales websites, sales via social networks) and the large number of participants make it extremely difficult to cover and monitor.
Mr. Nguyen Quang Huy, Deputy Head of the Market Management Department, informed at the press conference.
Furthermore, many businesses do not disclose their addresses, do not register their businesses, or use social media accounts or intermediary e-commerce platforms to sell goods; making it difficult to identify the subject and handle violations. Goods advertised online may not be the same as in reality, especially cosmetics, functional foods, and fast-moving consumer goods. Many products do not have additional labels, invoices, or clear origins.
Some violations in the online environment currently do not have specific regulations or penalties that are not deterrent enough, leading to recidivism.
Meanwhile, a segment of consumers still have a cheap mentality, are easily attracted by exaggerated and false advertisements, and do not have the habit of carefully checking product and seller information before making a transaction.
To prevent and deal with smuggled, counterfeit and poor quality goods on the internet, the Department of Industry and Trade of Ho Chi Minh City has advised on perfecting management policies related to e-commerce activities in a way that is consistent with reality. This includes managing virtual accounts, tracing product origins, and increasing penalties to be sufficiently deterrent.
It is still very difficult to verify product quality when buying online.
The Department of Industry and Trade of Ho Chi Minh City also directed the Market Management Department of Ho Chi Minh City to coordinate with relevant agencies to launch a peak attack from May 15 to June 15 to combat, sweep, prevent, and repel smuggling, trade fraud, production, and circulation of counterfeit goods, fake goods, and goods of unknown origin... according to the direction of the Prime Minister .
From 2024 to May 2025, the City Market Management Department inspected and handled 393 violations related to e-commerce activities.
The main violations include: trading in smuggled goods; trading in goods of unknown origin; not notifying the e-commerce website or sales application to the competent state management agency as prescribed...
Authorities have seized nearly 129,000 products, including gold, jewelry, clothing, food, and cosmetics, with a total value of more than VND8.8 billion, and imposed fines of more than VND8 billion.
