Urgently review and make a list of transitional management of programs, tasks, projects, and public investment plans.

On the afternoon of May 19, the Provincial People's Committee held a meeting of the Inter-sectoral Working Group to listen to the report on the work plan and assignment of tasks of the members of the Working Group to direct the implementation of the transition of management of programs, tasks, projects, and public investment plans in the process of arranging and perfecting the organization of the local government apparatus at 2 levels of Thai Binh province.

At the meeting, the leaders of the Department of Finance announced the decision of the Provincial People's Committee to establish an interdisciplinary working group consisting of 16 members, with the Standing Vice Chairman of the Provincial People's Committee as the Head of the group. The main tasks of the interdisciplinary working group are to direct, monitor, urge, and coordinate the work of formulating the province's overall plan and organize the handover and acceptance of programs, tasks, and public investment projects during the merger and separation period. Organize the review, synthesis, and direct resolution of difficulties and obstacles or synthesise difficulties and obstacles beyond the authority to report to the Provincial People's Committee for direction and resolution. In addition, the interdisciplinary working group is responsible for inspecting, supervising, and proposing to competent authorities to strictly handle violations or take advantage of the process of arranging and perfecting the apparatus to gain profits, causing loss, waste, or slowing down the disbursement progress of public investment projects.

Delegates discussed the tasks and roles of the Inter-sectoral Working Group; the current implementation status, some difficulties and obstacles, and on that basis proposed some solutions to ensure the progress and effectiveness of the transitional management of programs, tasks, projects, and public investment plans in the process of arranging and perfecting the organization of the two-level local government apparatus in the province.

Concluding the meeting, the Standing Vice Chairman of the Provincial People's Committee, Head of the Inter-sectoral Working Group emphasized: The task of transitioning the management of programs, tasks, projects, and public investment plans during the process of administrative unit arrangement is a very important task. He suggested that based on the decision of the Provincial People's Committee, the Department of Finance should soon advise on the issuance of the implementation plan of the Inter-sectoral Working Group and assign specific tasks to each member of the group. Regarding the progress of implementing each specific task, he requested that districts and cities coordinate with the functional units of the province to complete the list of programs, projects, public investment plans and national target programs by May 25, 2025, clearly defining the list of programs and projects transitioning to commune-level management and the list of programs and projects transitioning to provincial management. From May 25 to June 20, 2025, the Department of Finance and units and localities will continue to review and finalize the list of programs and projects to be transferred to management and prepare reports to submit to the Provincial People's Committee for approval. By June 25, 2025, districts and cities must complete the review and finalize the plan to transfer capital management at programs and projects to the commune level or hand them over to the province. The comrade requested districts and cities to urgently carry out settlement procedures for completed projects and works, minimizing the transfer of management of these projects and works to the province or commune level. At the same time, urgently speed up the progress and complete site clearance for projects and works being implemented in the area. The Department of Finance, the Department of Home Affairs and relevant sectors should promptly advise and issue documents guiding the management of documents and records and arrange a team of professional staff to continue to effectively perform the task of managing programs, tasks, projects and public investment plans when the two-level local government apparatus comes into operation.
