Streamlining the apparatus: Standardizing to make the two-level local government stronger

The Politburo and Secretariat requested to carefully review and evaluate the impacts and quality of urban areas and administrative units to develop clear, scientific, and appropriate standards and criteria.

The completion of administrative unit standards, administrative unit classification and urban classification according to new conclusions of the Central Government is creating an important foundation for the operation of the 2-level local government model.

Along with that, Party and State leaders are continuously inspecting and directing at the grassroots level to ensure the apparatus is smooth, effective, and efficient, better serving people's lives.

Recently, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 212-KL/TW on the orientation of building standards for administrative units, classifying administrative units and classifying urban areas.

The conclusion stated that the Politburo and the Secretariat agreed with the Government Party Committee and determined that this is a very important issue for planning and strategic planning; it is the basis for issuing appropriate mechanisms and policies in classifying administrative units and developing future urban areas, meeting the requirements of national development and improving the effectiveness of modern government administration, serving the people.

The conclusion requires research on inheritance and innovation in thinking to build a system of standards for administrative units, classify administrative units, and classify urban areas with a long-term, comprehensive, and stable vision, aiming at the goal of sustainable development, strict, modern, and smart urban management, and promoting digital transformation, well meeting the requirements of national development and international integration.

Emphasizing the need to carefully review and evaluate the impacts and quality of urban areas and administrative units to develop clear, scientific , and appropriate standards and criteria; ensuring unity and stability after restructuring the apparatus in the political system, the Politburo and the Secretariat also requested the urgent completion of criteria for classifying administrative units and urban areas.

The Politburo and the Secretariat have assigned the National Assembly Party Committee to lead and direct the issuance of a Resolution on administrative unit standards and unified and synchronous urban classification, ensuring conformity with two-level local government.

The Government Party Committee is responsible for leading and directing competent agencies to continue reviewing and perfecting legal documents on administrative unit standards, classifying administrative units, and classifying urban areas scientifically, synchronously, consistently and in accordance with new conditions; at the same time, doing a good job of propaganda so that cadres, party members and people clearly understand the goals and meanings, creating consensus in the implementation process.

At the same time, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 208-KL/TW on the arrangement of party organizations in economic groups, corporations, and state-owned commercial banks.

The conclusion clearly stated the policy of reorganizing the Party Committees of the parent companies of 18 economic groups and corporations in the direction of only retaining the subordinate Party organizations in the departments, divisions, and units under the headquarters and a number of enterprises and member units with headquarters in the same area as the headquarters in Hanoi or Ho Chi Minh City. The Party organizations in other units and enterprises under the economic groups and corporations were transferred to be directly under the Party Committees of the communes and wards where the headquarters are located.

The conclusion also determined the reorganization of 4 Party Committees of State-owned commercial banks in the direction of only retaining the Party organizations in the departments, offices, companies, units under the headquarters and the Party organizations in the branches and affiliated units headquartered in Hanoi. The Party organizations in other units and branches were transferred entirely to the Party Committees of the communes and wards where the units and branches were headquartered.

The conclusion clearly stated the transfer of 30 party organizations to the Party Committees of relevant ministries and branches; piloting the transfer of authority to the grassroots level for a number of qualified party committees. The Politburo and the Secretariat requested to keep the grassroots party organizations intact during the transfer and complete all work before December 31, and report the results before January 5, 2026.

Along with issuing important documents, Party and State leaders are continuously inspecting and directing at the grassroots level. Recently, during a working trip to Tho Chau special zone, General Secretary To Lam pointed out the island's particularly important strategic position in maintaining peace in the Southwest sea and the country's borders.

The General Secretary emphasized the task of building a special economic zone with a stable apparatus and smooth operation of the two-level local government; developing the economy in harmony with nature, society and people, placing people's welfare at the center; taking care of health care, education and culture so that people and officials on remote islands are no longer disadvantaged; and being determined to build Tho Chau into a springboard for development and a stronghold to ensure national defense and security.

Working in Da Nang, Deputy Prime Minister Pham Thi Thanh Tra requested localities to focus on building a team of commune-level officials; review and restructure the team; and eliminate the mindset of differentiating between provincial and grassroots officials to ensure the smooth operation of the two-level local government model.

The city needs to urgently review and complete the organization of the commune-level apparatus in accordance with the spirit of the Government's Decree; determine the number of departments appropriate to the practical characteristics; ensure both serving the people and creating development, promoting local governance. Decentralization and delegation of power must go hand in hand with resource allocation.

In the context that the Central Government is making efforts to complete the legal framework, establish a new set of standards and directly inspect and direct at the grassroots level to put the 2-level local government model into stable and effective operation, on social networks there is a lot of false information related to the continued merger of administrative units. These rumors are disturbing public opinion, creating confusion among a number of cadres and people, affecting the implementation of major policies of the Party and State.

Faced with that situation, Deputy Minister of Home Affairs Truong Hai Long issued a document affirming that the Party Central Committee, the National Assembly and the Government currently have no policy to continue to reorganize and merge administrative units. Information circulating on social networks about the country merging from 34 provinces to 16 provinces is incorrect, causing confusion among the people and officials.

According to the Ministry of Home Affairs, the recent administrative unit arrangement has been carefully and thoroughly researched; the goal is to build a government closer to the people, serve better, and create space for long-term development.

As of July 1, 2025, our country has 34 provinces and cities and the two-level local government model has been operating in all localities. The Central Government requires focusing on creating an effective and efficient model./.
