Mr. Luc received a Certificate of Merit from the Prime Minister and was recognized by the Central Government as a silent shining example for the community.

As the head of the Association for the Support of Poor Patients - Disabled People and Orphans in Lam Dong, Mr. Luc has traveled to many places, met with many philanthropists, met many international non-governmental organizations, mobilized a total amount of money and goods worth 830 billion VND, saved the lives of 1,675 children and poor patients in Lam Dong and patients in difficult circumstances in many neighboring provinces with congenital heart disease; 25,727 elderly people received free artificial lens replacement surgery; 7,000 wheelchairs, rocking chairs, and cerebral palsy chairs were given to the disabled and patients with stroke and paralysis; 593 children with cleft lip, cleft palate, melanoma, and children with burn deformities received orthopedic and cosmetic surgery by international doctors; 1,700 hearing aids were given to hearing-impaired students and the elderly with hearing loss; 10,820 health insurance cards were given to people in difficult circumstances; 239 charity houses were built, many families received support from 200 million VND to 820 million VND for medical treatment, house repair, purchase of production tools and education for their children.

Many humanitarian programs implemented by the Lam Dong Association for the Support of Poor Patients - Disabled People and Orphans have helped nearly 900,000 people in and outside the province with difficult circumstances from Mr. Luc's mobilization. When the COVID-19 pandemic broke out, Mr. Luc personally spent all of his 6-month pension, along with a year's rent for a space at his house, and mobilized his children to contribute a total of nearly 500 million VND to give 603 gifts, each worth 800,000 VND, to help 603 people in difficult circumstances, lonely elderly people, disabled people and poor patients in Da Lat. In addition, every month, Mr. Luc's family has spent all of the rent for the space at their residence, spent his pension and mobilized his children to contribute to take care of 54 lonely elderly people, each of whom received a support of 1 million VND per month including rice, necessities and cash; Mr. Luc has maintained this for the past 14 years.

During the years when the Central and Northwest regions suffered from natural disasters and floods, Mr. Luc called on members to contribute to the provinces of Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam, Phu Yen, Binh Dinh, Yen Bai, Tuyen Quang, Phu Tho and Thai Nguyen to provide capital to restore production for 2,390 severely damaged families, each family from 2 to 25 million VND.

The mission of the Sponsorship Association is to save children with congenital heart disease, to perform eye surgery to bring light to the elderly, to support the education of orphans and to help those in especially difficult circumstances. The purpose of establishing the Association is to contribute to reducing the burden on the provincial budget in the field of social security, not to establish the Association to ask the province for funding for humanitarian work. Mr. Nguyen Van Luc

Mr. Luc, members and benefactors presented funding to a poor family with 2 patients suffering from serious illnesses (in Ward 8 - Da Lat City) with a total value of more than 800 million VND from the Aspiration to Live Program.

Mr. Luc said: “What I and the members have done is not only humanitarian and charitable work, but also the duty of citizens to join hands with local authorities to realize the right to life of people with serious illnesses, the right to sight of the elderly, the right to hearing of the deaf, the right to integration of the disabled into the community and the right to go to school of orphans and poor children according to the United Nations conventions that our State has signed. When contacting sponsors, I called on charitable organizations to join hands, thanks to which the Association's activities have increasingly expanded. From 5 humanitarian programs in the first year of establishment, up to now, there have been 17 humanitarian and charitable programs effectively implemented by the Association, contributing to reducing the burden on the local budget in caring for the disadvantaged.”

17 international organizations and more than 100 domestic sponsors have been associated with and accompanied the Association in humanitarian activities over the years thanks to Mr. Luc's connections and ways of doing things. Also from these effective activities, Mr. Luc has inspired many kind hearts, attracting more people to join the Association. From 70 founding members, to date, there have been 1,671 members, of which 70% are retired officials, company directors, hotel owners and business leaders, along with many former provincial leaders and leaders of departments, branches and sectors in the province.

Mr. Luc himself is a shining example of extraordinary willpower in a body full of injuries after 7 major surgeries with seemingly endless pain in his body. But every time he thinks about the revival of the terminally ill, the eyes of the elderly who can see clearly after having their lenses replaced, the orphaned students who have enough money to cover the expenses for the new school year, the families with especially difficult circumstances who have savings books from the sources he mobilized, that is the cool stream that soothes the wounds on his body. Once, returning from handing over charity houses to the poor in remote areas, the transplanted kidney in his body started bleeding and he had to be hospitalized. After a 7-hour surgery, the doctors told him: "You only have 3 more months to live." But with the responsibility of the head of the Association, when he was discharged from the hospital, he still worked 30 days a month, still took children to heart surgery, still stood all day in the eye surgery room, because he had to race against time to help people.

Mr. Luc has contributed to taking care of dozens of lonely elderly people over the past 14 years.

Mr. Luc shared: “I have experienced enough pain to appreciate the smallest joys, and enough near-death experiences to appreciate what is left of my body. Therefore, what I fear most is my declining health when I am 71 years old, afraid that I will be too weak to shoulder the responsibilities assigned by the provincial leaders and members, unable to take care of children with congenital heart disease, unable to help orphans and people with serious illnesses. My illness is not a factor that attracts sponsorship, but when I know that people with serious illnesses like me have devoted all their efforts to help children with congenital disabilities receive surgery, the poor receive livelihood support, and poor families have loving homes, the source of sponsorship is more abundant, and the number of poor patients, disabled people and orphans in Lam Dong who are supported is also greater. And I have seen the path I have chosen, so I have not only lived for 3 months but for 14 years. through the near-death experience. Around me there are many children with congenital heart disease and many people with serious illnesses who need help, and many orphans and abandoned babies who need drops of milk imbued with human love. Perhaps because of those lives, I yearn to live and I am living the best days of my life.
