Calculating scenarios for upgrading the North-South expressway in the East

More research and careful evaluation are needed to help the plan to expand the 1,144 km North-South Expressway in the East to a scale of 6 lanes, ensuring feasibility when deployed in the field.

Clarify the need for expansion

Caution and a high sense of responsibility can be seen in Official Dispatch No. 4722/BTC - DT recently sent by the Ministry of Finance to the Ministry of Construction to provide comments on the Investment Research Report on expanding the Eastern North-South Expressway sections, phase 2017-2020 and phase 2021-2025 according to the scale of the complete expressway.

According to the Ministry of Finance , upgrading and expanding a number of expressways in different planning stages, including 18 component projects under the North-South Expressway Construction Investment Project in the East, phase 2017-2021 and 2021-2025, is a major policy of the Party and State.

To ensure sufficient basis and comprehensiveness before reporting to competent authorities, the Ministry of Finance requests the Ministry of Construction to supplement political , practical and scientific basis to clarify the necessity of investing in expanding the entire North-South expressway in the East in the context of projects that have just been completed and put into use.

According to the plan, the North-South Eastern Expressway (CT.01) starts at Huu Nghi border gate (Lang Son province), ends at Ca Mau city (Ca Mau province), with a total length of about 2,055 km (accounting for 22% of the total length of the expressway network), with a scale of 6 to 12 lanes.

Specifically, the Ministry of Construction needs to review actual traffic volume, calculate and forecast demand to determine the cross-section of each route on a scientific basis, taking into account traffic sharing when the State will collect fees for public investment projects, and divide traffic between other types of transportation to avoid wasting investment resources.

The second note that the Ministry of Finance issued is that the agency proposing the investment policy to expand the North-South expressway sections to a planned scale should promptly assess the completion of investment procedures for the projects.

In particular, special attention should be paid to important national projects and projects under construction; the readiness of construction sites, construction conditions, investment procedure conditions; measures and solutions for implementation (order and procedures for approving adjustments to investment policies, project adjustments, and PPP project contract adjustments); the ability to meet construction materials...

The third thing to note is that the Ministry of Construction needs to base on the provisions of the PPP Law, the 2024 Road Law, Decree No. 165/2024/ND-CP detailing and guiding the implementation of a number of articles of the 2024 Road Law and Article 77 of the 2024 Road Traffic Order and Safety Law to evaluate investment plans and explain the basis for proposing the use of public investment capital to expand projects being invested under the PPP method.

The fourth important note is that the Ministry of Construction is requested to study and clearly analyze the legal basis for adjusting the investment policy of the North-South Expressway Project, phase 2021-2025, along with expanding projects of the 2017-2020 period.

In particular, the Ministry of Finance requested the Ministry of Construction to supplement content related to the investment efficiency of invested projects in the period 2017-2025, whether there is waste, and whether savings are ensured?

Add investment scenario

Previously, in Official Dispatch No. 727/BXD - KHTC, Minister of Construction Tran Hong Minh requested the head of the Government to give his opinion on the investment policy to expand the North - South expressway in the East according to the planning scale (6 lanes), the construction start time is the fourth quarter of 2025.

In case of approving the investment policy to expand the Eastern North-South Expressway, the Ministry of Construction proposes that the Prime Minister assign it as the focal point to implement investment preparation procedures in the direction of adjusting the Pre-Feasibility Study Report of the Eastern North-South Expressway Investment Project, phase 2021-2025, along with specific mechanisms and policies to speed up progress.

It is expected that 18 component projects of the North-South Expressway in the East, currently with a scale of 4 limited lanes or 4 standard lanes, with a total investment length of about 1,144 km, will be upgraded and expanded to a scale of 6 lanes, with a preliminary total investment of 152,135 billion VND.

Regarding the budget for implementing the investment in expanding the North-South expressway in the East according to the planning scale, the Ministry of Finance said that in Resolution No. 29-NQ/TW dated November 17, 2022, the Central Executive Committee set out the main tasks and solutions to continue promoting the country's industrialization and modernization by 2030, with a vision to 2045, including the content of "developing the expressway system to reach the target of 5,000 km by 2030".

Therefore, the Ministry of Finance proposed that the Ministry of Construction supplement the investment scenario for other expressway projects to reach 5,000 km, taking into account the planned completion of horizontal expressways, additional investment in intersections, connecting routes... in the period from now to 2030, to achieve this goal in the context that the state budget must allocate capital to continue expanding the North-South expressway projects in the East, from Mai Son (Thanh Hoa) to Dau Giay (Dong Nai).

The Ministry of Construction was also asked to review and carefully evaluate the disbursement capacity in 2025 according to the progress of the investment plan to expand the Eastern North-South Expressway sections, phase 2017-2020 and phase 2021-2025, ensuring that the proposed capital allocation is consistent with the progress, implementation capacity and disbursement...
