Regarding the regulations on land price list, the representative of the Department of Land Management ( Ministry of Agriculture and Environment ) said that for In case localities are developing land price lists to be announced and applied from January 1, 2026, and now implement them according to the 2-level local government model, the provincial People's Committee will continue to perform the task of developing land price lists to promptly announce and apply from January 1, 2026 according to legal regulations.
Specifically, Ms. Nguyen Thi Minh Phuong, Deputy Head of the Economic and Land Fund Development Department (Department of Land Management) said that in applying the current land price list according to the provisions of Clause 1, Article 257 of the 2024 Land Law, the land price list issued by the provincial People's Committee according to the provisions of the 2013 Land Law will continue to be applied until December 31, 2025.
If necessary, the provincial People's Committee may decide to adjust the land price list according to the provisions of the 2024 Land Law to suit the actual situation of land prices in the locality.
According to Ms. Phuong, the land price list for construction according to the provisions of the 2013 Land Law and the 2024 Land Law is built according to area and location.
The arrangement of administrative units and the construction of a 2-level local government organization model only changes the name of the administrative boundary without changing the location of the land plot. Therefore, if the land price at the location and area when arranging administrative units and constructing a 2-level local government organization model does not change, it will not affect the land price in the land price table.
In addition, according to the Law on Promulgation of Legal Documents 2025, in the case of "multiple administrative units being merged into a new administrative unit of the same level", the legal documents of the People's Council, People's Committee, and Chairman of the People's Committee of the merged administrative unit will continue to be effective within the scope of that administrative unit until the People's Council, People's Committee, and Chairman of the People's Committee of the new administrative unit issue administrative documents to decide on the application, abolition of legal documents, or issue new legal documents.
Thus, the land price list of the provincial people's committees that are imported will continue to be effective within the scope of that administrative unit. In case it is necessary to adjust the names of routes, areas or adjust the land price list to suit the actual situation of land prices in the locality, the provincial people's committee will make adjustments according to its authority and provisions of law.
In the case of localities that are developing land price lists to be announced and applied from January 1, 2026, and now implementing the 2-level local government model, the provincial People's Committee of the new administrative unit shall continue to perform the task of developing land price lists to promptly announce and apply from January 1, 2026 in accordance with the law.
In addition, regarding the registration of land changes and assets attached to land, the representative of the Department of Land Management said that localities need to pay attention to building and perfecting the land database to put it into operation, exploitation, and use, as a basis for serving the state management of land. This includes handling administrative procedures related to land in the electronic environment to reduce the time for handling administrative procedures./.
