Mr. Le Van Tinh, Deputy Chief of the Office of Coordination for New Rural Development in Can Tho City, said: The city, district and commune levels focus on restructuring the agricultural sector in association with innovation of growth models, green growth, sustainable development and new rural development. At the same time, integrating agricultural production with agricultural tourism, agricultural processing and the OCOP program, building and developing specialized areas for high-quality, large-scale goods that meet common food safety standards in conjunction with the goal of reducing emissions. Criterion No. 13 in the Set of Criteria for Communes to Meet Advanced New Rural Standards in Can Tho City for the 2021-2025 period includes the following component criteria: OCOP products are ranked as meeting standards or equivalent; high-tech economic model, linked according to value chains associated with ensuring food safety; applying digital transformation to trace the origin of the commune's key products; key products are consumed through e-commerce channels; concentrated raw material areas are assigned growing area codes... Mr. Dang Quang Vinh, Chairman of the People's Committee of Thanh My Commune, Vinh Thanh District, said: To implement criterion No. 13, the commune has established the HP FOODS Aquaculture Cooperative to produce according to clean processes, certified to meet food safety conditions, and signed contracts to consume at least 30% of total output. The commune has a concentrated commodity production area for the local key products of Dai Thom 8 rice, with an area of 44.2 hectares that has been granted a growing area code. In addition, Thanh My also has Hung Lieng vegetarian fish sauce products that are OCOP 3-star certified.
According to Ms. Nguyen Ho Phuong Thao, Chairman of Tan Thoi Commune People's Committee, Phong Dien District, with its strength in agricultural production, Tan Thoi Commune, Phong Dien District has chosen the model of "Organizing production and developing rural economy" as an outstanding field in building a model new-style rural commune. Accordingly, the commune has successfully planned agricultural production areas in the direction of focusing on specializing in key crops. Durian alone has about 1,600 households growing on an area of 1,249 hectares; of which, over 383.1 hectares have been granted a growing area code, linked to a stable value chain. In addition, the commune also has 6 cooperatives operating effectively, meeting the requirements of production, service provision, and product consumption. In addition, Tan Thoi has also built typical models in building a model new rural area such as the smart market model 4.0 at Cau Nhiem market and the model of "Effectively operating cooperatives with stable value chain linkage contracts.
Synchronize multiple solutions
In addition to the achieved results, the organization of production and development of rural economy in communes encountered many difficulties such as small-scale and fragmented production, so the application of modern science and technology was not much and not synchronous; transactions of agricultural products on e-commerce platforms were limited. In addition, the development of cooperative economy in agriculture has changed but not in depth, not meeting requirements; the level of cadres and people in digital transformation and digital economic development is still limited...
Mr. Nguyen Van Hieu, a resident of Trung Hung commune, Co Do district, shared: “Nowadays, in addition to traditional sales channels, people buy a lot of goods online. Therefore, I recommend that in addition to OCOP products that are supported and connected to e-commerce platforms, the State should expand other agricultural products so that farmers have more “outputs” and can sell at good prices. Along with that, open more training courses so that farmers can gain more knowledge and become familiar with online sales methods.”
The communes also proposed many solutions to organize production and develop the rural economy in the new context. Ms. Nguyen Ho Phuong Thao said: The commune continues to improve the model of "Organizing production and developing the rural economy" by focusing on guiding people to change the structure of crops and livestock, encouraging the development of effective economic models; expanding the area of fruit trees, creating conditions for people to access preferential loans to develop the family economy. At the same time, opening training courses, transferring science and technology, vocational training associated with job creation...
It can be seen that when communes focus and invest adequately in completing the content of production organization and rural economic development, they will keep pace with the trend of modern economic development. Mr. Nguyen Ngoc He, Vice Chairman of Can Tho City People's Committee, suggested that communes focus on developing production in the direction of large scale, cooperation - association along the value chain, forming safe production areas, focusing on production according to advanced processes, applying high technology, environmentally friendly, production according to the circular economic model adapting to climate change... At the same time, effectively organize the implementation of the OCOP Program for the period of 2021-2025, select products with advantages, suitable for the conditions of the commune to direct the model building and replication; put OCOP products on e-commerce platforms; actively transform digitally in agriculture and rural areas...
Thus, with continuous improvement and upgrading, criterion number 13 in building advanced new rural areas and field number 1 in building model new rural areas are expected to create a "leverage" to complete other criteria such as poor households, income, employment, etc.
