The Self-management Team for Safe Boats has the function and task of both fishing and providing information to any border guard station closest to the fishing area about the situation at sea, especially the situation of strange ships illegally entering Vietnam's waters; supporting the border guard force in searching and rescuing other boats in distress at sea. Sharing and helping each other in exploiting and preserving seafood, preventing natural disasters and uncertainties at sea, protecting boats when anchored on shore...
Participating from the beginning, the Self-management Team for Safe Boats in Ward 2 was established in 2010 with 10 fishing boat owners as members. Up to now, the team has increased to 17 members. Team leader Ho Van Thu still maintains the same enthusiasm and responsibility in his work.
“Today, we met to evaluate what has been done and what has not been done well in the past, and then discuss plans for the future. With the support of border guards and local authorities, our team members regularly remind each other to fulfill their responsibilities. For example, in the Nam fish season this year, we must pay more attention to grasping the situation of law violations at sea to inform the authorities and support each other in fishing,” said Mr. Thu.
For fisherman Nguyen Thanh Thuy, participating in the Safe Boat Self-Management Team of Ward 2 for nearly 10 years has brought him and many other fishermen practical benefits.
“During the rainy and stormy season, members of the group not only support each other but also help people anchor their boats safely and protect their property. When going out to sea, members of the group always stand together and support each other in case of unfortunate accidents or risks at sea,” said Mr. Thuy.
According to Chairman of the People's Committee of Cua Viet town Tran Dinh Cam, the locality currently has 8 self-management teams for safe boats, and these teams operate very effectively. Notably, in addition to working together to increase production capacity and maintain security and order at sea, members of the teams also provide hundreds of valuable sources of information, helping the Border Guard force and the locality maintain sovereignty, social order and safety, and political security at sea as well as on land, thereby promoting socio-economic development.
This is also the result of the activities of 5 self-management groups for safe boats in Gio Hai commune and 4 self-management groups for safe boats in Trung Giang commune.
Gio Linh District has a 15.85 km long coastline passing through Trung Giang, Gio Hai communes and Cua Viet town. To ensure the management of the area and mobilize the strength of the entire population to participate in protecting territorial sovereignty and national border security, Cua Viet Port Border Guard Station has implemented many solutions, focusing on building and expanding self-management teams for safe boats.

“To implement, the unit closely coordinates with local Party committees and authorities in surveying, developing plans, and understanding fishermen's wishes... to establish self-managed groups for safe boats.
After coming into operation, we continue to support and help the groups build their organizational systems, regulations, and self-management contents; at the same time, disseminate and update the Party's guidelines and policies, the State's policies and laws, especially those related to sovereignty, protection of sea and island sovereignty, security and order at sea, maritime border areas, and fishing at sea.
Along with that is the dissemination and guidance of methods and skills in search and rescue, handling unexpected situations at sea, and ways to grasp and process information related to security and order to provide to border guards.
It can be seen that the Self-Management Team for Safe Boats is not only a vivid and effective expression of building a strong national border defense but also a foundation for uniting and gathering fishermen to work and produce better and better," said Major Nguyen Van Anh, Political Commissar of Cua Viet Port Border Guard Station.
According to Chairman of Trung Giang Commune People's Committee Nguyen Duc Phoi, in the process of building and expanding the model of self-managed boat safety teams in the area, the border guards always play a core role. Officers of Cua Viet Port Border Guard Station periodically attend meetings and consultations of the teams to evaluate the results and orient the action plan.
At the same time, integrate announcements and propaganda about the security and order situation at sea, on land and regulations and rules of border areas, sovereignty and security of sea areas. From there, contribute to raising the awareness and responsibility of members of the self-management team about the task of protecting the sovereignty and security of the sea areas of the province as well as improving the fishing capacity of fishermen to have a more prosperous life.
“From the effectiveness of 17 safe boat self-management teams with 448 boats and 1,200 members, in the coming time, the unit will closely coordinate with local Party committees and authorities to continue to build and expand safe boat self-management teams to contribute to building an increasingly strong people's border defense,” added Major Nguyen Van Anh.
