Promoting digitalization of records and administrative reform

One of the results of applying IT and digital transformation that the Quang Tri Education and Training sector has achieved is that it has implemented 114/116 full-process online public services, digitized 100% of administrative procedure reception records at the "one-stop" department, updated 100% of administrative procedure settlement results and more than 92% of documents at the department deployed on the electronic document system.

Regarding non-cash payments, the department has instructed and directed 100% of educational institutions in the province to implement them in their revenues. Particularly for units under the department, the rate of non-cash payments reached more than 86%. Along with that, 100% of cadres, teachers and employees from the department to schools are granted digital signatures to serve the work of digitizing records and signing documents, while effectively deploying an electronic information portal connecting to 100% of educational institutions with nearly 400 schools and education and training departments to serve management and professional work. Every year, thousands of articles on educational activities are posted and shared with the entire industry and society.

The construction of a sector-wide database system in the province has inherited data from school management software, updated data and connected to the database of the Ministry of Education and Training , connected to the provincial IOC Center and served the work of reporting sector statistics. From the 2018-2019 school year, the 10th grade enrollment work has been implemented online from exam registration, exam organization to admission.

100% of secondary school, high school and continuing education graduation information from 1974 to present has been digitized and deployed for searching on diploma and certificate searching software. 100% of primary education institutions have deployed digital transcripts, each participating unit has implemented 100% digital transcripts for grades 1, 2, 3, 4 of the 2023-2024 school year and will be deployed widely throughout the province from the 2024-2025 school year.

The Department has deployed the use of an online meeting room system from the Department to the bridge points of 9 districts/towns/cities to serve conferences, training, seminars, and online teaching and learning topics in the whole industry with high efficiency. 100% of educational institutions have deployed school management software in educational quality assessment, library management, excellent student competitions, emulation and rewards, and the information system has been recognized as safe. In the 2024 school year, the Department of Education and Training ranked 3rd in the province in terms of digital transformation index.

Continue to promote the application of information technology and digital transformation

Although there are still many difficulties in IT infrastructure such as computers, transmission lines, internet, school facilities, and limited investment funds, in response to the industry's requirements, the Department of Education and Training continues to overcome difficulties, promote the effective implementation of IT applications and digital transformation in the entire industry according to the set plan.

Head of the Department of Quality Management - Information Technology, Department of Education and Training Thai Thi Hoa Ly said that the department continues to promote the application of IT on digital technology and smart technology platforms to meet the goals of quality and efficiency, contributing to improving management capacity, administrative reform, improving the quality of education and human resources of the industry in the direction of knowledge economy and digital economy.

Along with that, continue to develop, perfect and standardize the industry database on the basis of integrating the education and training database with the principle of centralization, systematic and long-term storage, digitization of specialized data, interconnection, connection and integration with the province's shared database and the database of the Ministry of Education and Training to serve the management, exploitation and sharing of industry data with the highest efficiency.

On the other hand, step by step deploying the application of new technologies (Big Data, AI, Blockchain,...) in building and storing specialized data to create a platform for deploying online applications. At the same time, synchronously and effectively deploy software to support administrative management, educational institution management, teaching, testing, evaluation and connecting, integrating existing software and management information systems of the industry.

Increase the use of electronic academic records, actively deploy online enrollment solutions for early grades, gradually apply electronic authentication, electronic schools, digitize learning materials, school data, build a modern library data system in educational institutions, apply and develop electronic transactions, electronic offices, continue to deploy digital signature systems, electronic signatures.

Another solution is to improve the capacity of IT application for cadres, civil servants, public employees, and students to deploy in electronic management and operation, not using paper documents, except for confidential documents, applying the results of digitizing high school graduation data to the electronic "one-stop" system of the department to facilitate cadres, teachers, employees, students, and the community to use online educational services.

Deploying non-cash payment solutions and gradually developing regulations on ensuring information security, ensuring network security, regulations on management, collection of educational data, standards, regulations on connection, sharing, and data interconnection in the industry as well as enhancing cooperation with domestic and international businesses, agencies, and research organizations.

To achieve that goal, the Department of Education and Training recommends that competent authorities arrange IT and digital transformation jobs in state management agencies and educational institutions to advise on the implementation of IT and digital transformation applications of the unit as well as have policies and funding for IT and digital transformation applications equally among localities...
