Speaking at the opening of the seminar, Lieutenant General, Professor, Dr. Nguyen Xuan Yem, Director of the Institute of Security and Information Technology, said that the Draft Document submitted to the 14th National Congress of the Communist Party of Vietnam put forward the guiding viewpoint: Taking development for stability, stability to promote rapid and sustainable development of the country, improving the happy life of the people, firmly protecting the socialist Fatherland of Vietnam. Compared to the documents of previous Party Congresses, this draft Document identifies socio-economic development and environmental protection as the center, Party building as the key, developing human culture as the foundation, strengthening national defense and security and promoting foreign affairs and international integration as essential and regular.
This guiding viewpoint has a development in the Party's theoretical thinking. Therefore, the discussion focuses on two groups of issues: Sustainable Development and National Security and Defense for the delegates to discuss. The comments at the discussion will be compiled and sent to the Party's XIV Congress Document Subcommittee.

At the seminar, Prof. Dr. Hoang Dinh Phi, Principal of the School of Business and Administration, said: Sustainable development needs to be based on at least 5 pillars, or even more, to correspond to the 17 sustainable development goals set by the United Nations.
Based on the principles of the Communist Party of Vietnam on independence, self-reliance, self-reliance and the core values of "Independence - Freedom - Happiness", we need to promote the role of the political pillar with solid stability. This is the most important fundamental factor, followed by the economic pillar, ensuring inclusive development, where all people and businesses benefit from the fruits of economic development. Happiness and prosperity are the measure of economic development, through creating new and maintaining stable jobs, especially jobs in high-tech industries, green economy, circular economy, digital economy and knowledge economy.

Prof. Dr. Hoang Dinh Phi shared that ANPTT includes safety, stability and sustainability.
The third pillar is society, with the goal of fairness and equality. Fairness is creating opportunities for everyone, while equality is creating conditions for them to enjoy those opportunities based on their abilities and contributions, coupled with responsibility towards the nation.
The fourth pillar is the environment. Vietnam is facing many challenges. The elements that make up the natural environment such as the ecosystem of plants, animals, land, water, air, and resources are showing signs of degradation. Although the promulgation of Party resolutions and State laws are increasingly approaching international standards, creating a civilized legal system, the law enforcement process still faces many challenges due to cultural, historical, traditional, and economic conflicts.
The fifth pillar is no less important than ANPTT. Even if the other pillars such as politics, economy, society, and environment are stable and well maintained, all development efforts will be meaningless if ANPTT is not ensured.

“In our definition, economic security includes three core elements: safety, stability and sustainability of any sector. For example, economic security is not only about double-digit GDP growth but also about whether that growth is safe, stable and sustainable in the long term, and whether the industrial structure is suitable for technological trends,” said Prof. Hoang Dinh Phi. He proposed that, in terms of strategic autonomy, Vietnam needs to proactively integrate and build specific strategies based on internal capacity, international cooperation and consultation from experts, scientists and businessmen; in terms of strategic management, there should be clear regulations on legal responsibilities for those participating in strategic management, similar to environmental law, to ensure strictness and effectiveness; Regarding professional training, it is necessary to promote training and improve strategic thinking for staff and leaders, equipping them with knowledge, skills and strategic management tools; regarding independent consulting organizations, building independent, capable and reputable consulting organizations to support strategic planning and implementation.
Major General, Associate Professor, Dr. Nguyen Ba Duong, member of the Central Theoretical Council, working at the General Department of Politics, Ministry of National Defense, proposed a number of contents to contribute to the draft documents submitted to the 14th National Party Congress, including the content that the documents should emphasize the building of the People's Army, the People's Public Security, and the national defense associated with development - security, protecting prosperity, that is, all development policies must ensure national defense and all defense activities serve the sustainable development of the country.
Second, ANPTT needs to put people at the center of national security.
In the new context, non-traditional threats such as epidemics, natural disasters, terrorism, cybercrime... directly impact people's lives and social stability. Therefore, the Document should add the viewpoint: "Human security is the core of national security", emphasizing that all policies and defense and security measures are aimed at protecting the interests, lives and basic rights of the people. It is necessary to build an early warning system, flexible response capacity, and at the same time raise the self-protection awareness of people, businesses, and communities, creating a "national security network".
Third, closely link economic innovation with strengthening national defense and security capacity.
Fourth is to proactively respond to non-traditional challenges and new risks. In addition, Major General, Associate Professor, Dr. Nguyen Ba Duong also proposed developing human capacity in the field of defense and security and building new strategic thinking on security and defense.

At the discussion, Lieutenant General, Associate Professor, Doctor, Meritorious Student Phan Xuan Tuy, Director of the People's Public Security Political Academy, Ministry of Public Security, expressed: "In response to the request to contribute to making the Document a platform for action, a torch to light the way for the entire Party, the entire army, and the entire people to enter a new era, realizing Ho Chi Minh's aspirations, the Party Committee, the Board of Directors of the People's Public Security Political Academy and I personally always consider this an opportunity to continue researching and giving comments from the first version to version 4, and will send the complete comments to the Central Committee in the next few days.
It is easy to see that every Party member in the Party Committee seriously studies and grasps the process of forming, supplementing and perfecting the Document; even if they do not speak, each person has a deep sense of responsibility to the Party.
According to Lieutenant General, Associate Professor, Doctor, Meritorious Student Phan Xuan Tuy, in the revolutionary path, there are only two national strategies: Socio-economic development and national defense. The 13th Congress emphasized that this term must continue to successfully implement these two strategies. Other strategies such as national defense, security, including traditional and non-traditional security, are only components of the national defense strategy. The task set by the 14th Congress is to develop rapidly and sustainably in the new era, based on three pillars of sustainable development associated with the characteristics of Vietnam's political institutions and history, which are independence and autonomy in political direction.
When discussing human strategy, it is necessary to return to the idea of "taking people as the root". People are the center, both the goal and the driving force of development. National defense and security cannot be separated from sustainable development; conversely, sustainable development is a solid foundation for national defense and security.
“I would like to emphasize the key issue that needs to be re-edited in Section 10 of the Document, the part on defense and security, needs to be revised to clearly demonstrate the idea of "strategic autonomy".
Firstly, protecting the Fatherland is the central national strategy, and defense and security strategies are its constituent components.
Second, the Party absolutely, directly, and comprehensively leads the cause of national defense and security.
Third, national defense, security and foreign affairs are important and regular tasks.
Fourth, it is necessary to demonstrate new thinking on high-tech warfare, cyber security, data security, environmental security, and dual-use defense industry, factors directly linked to national digital transformation.
Dr. Nguyen Van Hieu, Deputy Director of the Department of Science and Technology, Tuyen Quang province, shared that Tuyen Quang is a poor province with limited socio-economic conditions and a long border. For Tuyen Quang, the top priority is not economic growth, but "people's security", maintaining borders and landmarks, that is, protecting the Fatherland and consolidating political security and social order. This is a consistent factor in the province's development strategy.

“In socio-economic development, Tuyen Quang pays special attention to the relationship between economic development and national defense and security, especially in the field of ANPTT. This concept is very broad, but for Tuyen Quang, the most urgent thing is the impact of the environment and climate change, which directly affects life, social security and security in border areas,” said Dr. Nguyen Van Hieu.
In the recent flood caused by storm No. 10, Tuyen Quang recorded 1 dead, 1 missing, 9 injured, nearly 25,000 houses damaged. The total damage is estimated at 4,755 billion VND, equivalent to more than half of the province's total annual budget revenue. These figures not only reflect material damage but also show the reality that when people live in anxiety and insecurity, it is also a sign of social and environmental instability. That raises big questions about sustainable development and environmental policy in the future.
Dr. Nguyen Van Hieu proposed: Building a comprehensive national security strategy until 2050, clearly defining the pillars of ANPTT, establishing an effective coordination mechanism between ministries, branches and localities. Developing dual-use national defense and security, associated with national industry and high technology; effectively implementing Resolution 57 of the Politburo, focusing on training and developing high-quality human resources, and rationally exploiting national defense economic zones. Building a culture of community risk response, taking people as the center, is both the goal and the driving force of sustainable development.
At the workshop, some delegates proposed to build a strategy for developing ANPTT and consider ANPTT as part of the overall socio-economic development strategy; ANPTT must be considered as the foundation for the country's socio-economic development and international integration...
Mr. Nguyen Hong Sam, General Director of the Government Electronic Information Portal, Editor-in-Chief of the Government Electronic Newspaper said: Security and order is not only an issue we discuss today, nor is it far-fetched for each country and nation, but is very practical for each citizen today.
“Therefore, I would like to contribute my opinion that we continue to improve the institution, enrich national strategies to effectively respond and handle the threats of ANPTT. Second, in all large projects and schemes that affect an entire region, a space and many people, we must take into account the risks and dangers of ANPTT. We must consider how to invest appropriately in this issue. Third, we must coordinate, cooperate internationally and take advantage of international resources to handle and deal with ANPTT risks,” Mr. Nguyen Hong Sam proposed and said that the opinions of the delegates at today's discussion will be compiled to contribute to the documents of the 14th National Congress of the Communist Party of Vietnam. The Government Electronic Information Portal will synthesize opinions to report to the Prime Minister, through which the Government leaders will have instructions to the relevant agencies to continue to effectively respond to the crises and risks posed by ANPTT.
