To implement Project 06 of the Government, the Department of Administrative Police for Social Order ( Ministry of Public Security ) and the Ministry of Health have had very close, regular and effective coordination right from the first days of implementing Project 06.

Digital transformation helps save time registering for medical examination and treatment and getting test results.

Accordingly, the Department of Administrative Police for Social Order provides the core infrastructure platform which is the National Population Database, the electronic identification and authentication system (VNeID) and ensures security, safety and seamless connectivity. The Department plays the role of "pioneering" data and a unified identification platform.

Meanwhile, the Ministry of Health plays a leading role, directing the entire health sector to build specialized databases, issue legal documents, business processes and deploy applications and utilities to serve people, businesses and management work.

This coordination is demonstrated through the Ministry of Health's issuance of many important documents based on Project 06 to promote comprehensive digital transformation.

According to Dr. Nguyen Le Phuc, Deputy Director of the Department of Science, Technology and Training of the Ministry of Health, up to now, the Ministry of Health has completed the implementation of interconnection and data exchange between medical facilities with the Vietnam Social Security system and the Ministry of Finance. Maintain and provide effectively and substantially 25 integrated online public services on the National Public Service Portal to serve people and businesses. The Ministry of Health has completed providing data for 3/25 public services with complete data.

Connecting death registration, permanent residence cancellation, funeral and death benefits settlement, chaired by the Department of Social Protection, has built and operated the Social Assistance Target System since 2023, connected to the National Population Database. Currently editing and upgrading the system to ensure correct, sufficient, clean, and living criteria, meeting the needs of 2-level local authorities. Connecting birth registration, permanent residence registration and issuing health insurance cards for children under 6 years old.

“The successful deployment of electronic health records on VNeID has significantly contributed to building a more modern, transparent and user-friendly healthcare system, aiming at the benefit of the people. Up to now, electronic health records integrated on the VneID application have been deployed nationwide; completing more than 26,000,000 electronic health records of the people,” said Dr. Phuc.

According to the Deputy Director of the Department of Science, Technology and Training, most health insurance examination and treatment facilities nationwide look up health insurance card information using chip-embedded ID cards; receive patients for health insurance examination and treatment using chip-embedded ID cards or through the Ministry of Public Security's electronic identification application (VneID application).

The application of medical information technology in units and localities has made a strong change, up to now the coverage rate of hospital information system is 100%. However, the level of IT application is still low, uneven among hospitals, and data connection is still difficult.

100% of hospitals under the Ministry of Health have deployed hospital information management software (HIS). Of these, 3 hospitals have developed their own HIS software (accounting for 7.7%); 36 hospitals (accounting for 92.3%) use HIS software from information technology enterprises. 36 hospitals have deployed laboratory information management software (LIS), accounting for 92.3%; 52.6% of hospitals have been equipped with image storage and transmission systems (RIS-PACS); 34 hospitals have deployed software to manage electronic documents and emails (accounting for 87.2%); about 92.3% of class I hospitals have a hospital electronic information portal or website. Nationwide, 23 hospitals have successfully deployed the RIS-PACS system without using film.

Dr. Phuc also said that, up to now, the Ministry of Health has succeeded in connecting medical examination and treatment facilities of 34 provinces/cities with social insurance agencies thanks to the drastic implementation of the direction of the Government leaders, the close coordination between the Ministry of Health, Vietnam Social Insurance, medical examination and treatment facilities and information technology experts.

The result has been interconnection between 34 Departments of Health and 34 Social Insurance agencies. More than 99.7% of medical examination and treatment facilities in 34 provinces and cities nationwide have connected to the appraisal system of Vietnam Social Insurance.

Up to now, the Ministry of Health has compiled through reports of units that more than 1,128/1,650 (accounting for more than 68%) public and private hospitals have deployed electronic medical records.

The Ministry of Health is building a national health data center, investing in server room infrastructure that meets Tier 2 standards or higher; forming an integration axis for national-scale information systems; perfecting the online public service system; putting into operation the electronic health statistics system and electronic health records for the entire population... The technical infrastructure is being built to meet the requirements of applying information technology in agencies in the health sector and maintaining, upgrading, and renovating the main network, wifi network... are carried out annually.

Building and deploying remote medical activities, Telemedicine from core hospitals to satellite hospitals. Connecting electronic devices and transmitting data to the system, connecting HIS-LIS-RIS, PACS-EMR systems, identifying patients via barcodes, sensors, RFID.

Deploying 4 outstanding robot systems applied in modern medicine such as: Da Vinci endoscopic surgery robot, Renaissance spine surgery robot, Makoplasty knee and hip surgery robot and Rosa neurosurgery robot.

The health sector has piloted the application of artificial intelligence, clinical decision-making applications in hospital information systems, hospital drug interaction warnings; consulting support - Chatbot; voice recognition to enter data into hospital information systems.

Regarding the development of medical data, 12 key national and specialized databases have been built, cleaned and put into operation, ensuring "correctness - sufficientness - cleanliness - liveness - consistency - shared use".

At the same time, coordinate with the Ministry of Science and Technology to organize training and fostering on digital transformation in a practical direction, focusing on skills to operate specific systems and handle new business processes. In particular, the Ministry of Health has organized training and fostering on digital transformation for 100% of medical staff on the basic digital transformation program, basic information security according to Project 146 of the Government; organized 3 training courses on AI for staff of the Ministry of Health; 2 training courses on software "Management of scientific and technological information and training of medical human resources" for more than 200 units (nearly 300 medical staff) that are implementing scientific and technological tasks and training of medical human resources.

Organize training for IT staff of affiliated units and those under the Ministry: 2 information security incident response classes; 3 information system security monitoring classes organized in 3 days (each class has 30-35 students).

The Ministry of Health is developing a plan to train AI for health workers with the goal of training 15,000 health workers in AI. It will continue to coordinate with the Ministry of Science and Technology to organize training courses on digital transformation for health workers.
