Minister of Culture, Sports and Tourism Nguyen Van Hung speaks at the Conference

Dear Comrade Pham Minh Chinh, Politburo member, Prime Minister,

Dear comrades, members of the Party Central Committee, leaders of central and local departments, ministries and branches,

Dear delegates and guests attending the Conference,

2023 - the pivotal year for implementing the Resolution of the 13th National Party Congress and the 5-year Socio-Economic Development Plan 2021 - 2025 has passed with many economic, political, social and cultural marks of the country; it is the year that the entire culture, sports and tourism sector is honored to receive more attention and leadership from the Party, Government, National Assembly, the drastic and close direction of the Prime Minister, the support and active response of the people as a creative subject in building and developing culture.

Adhering to the Government's 2023 motto of action "Solidarity, discipline, flexibility, innovation, timeliness and effectiveness", the motto of the Industry "Decisive action - Aspiration to contribute" was proposed and implemented from the beginning of the term, the Industry of Culture, Sports and Tourism continues to fundamentally and comprehensively change the mindset of "doing culture" to "state management of culture".

Party and State leaders attend the Conference

With great efforts and attempts to focus on implementing the Conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference, Resolution No. 01 and the Resolutions of the Government at the regular sessions, the Resolutions of the National Assembly, the field of culture, sports and tourism in 2023 continues to have positive changes and achieve important results in a number of aspects:

Firstly, the whole sector has proactively reviewed the "gaps" in the system of legal documents on culture, sports and tourism to advise and propose to the Government and the National Assembly the task of perfecting institutions, thereby improving the effectiveness of state management through legal tools, while "unlocking" resources and "creating" development, the important highlight of which is assigned by the Party, the Government and the National Assembly to preside over the development of the National Target Program on cultural development for the period 2025-2035.

Second, the whole industry has focused on providing timely, accurate and accurate advice to the Party Committee in concretizing the Party's policies and viewpoints on culture. The series of activities to celebrate the 80th anniversary of the Outline on Vietnamese culture with 3 connotations of Nationality, Science and Mass have been spread, the elements of the National Value System, the Cultural Value System, the Family Value System and the Vietnamese Human Standards in the new period have been quantified, for application in implementation, and have been used by many provincial and municipal Party Committees as a basis in building and issuing specialized Resolutions on culture so that it can be assessed that: cultural awareness has changed in a positive direction and allows the expectation that "Correct awareness will lead to beautiful actions".

Third, the work of building a cultural environment associated with building cultural people has gone in the right direction, focusing on the grassroots, and the people as the subject to preserve and promote cultural values. Many new models, good practices, and advanced examples have appeared, contributing practically to building a good moral foundation, the values of "truth - goodness - beauty" of people, making the life of each family and society better and happier. The first national conference to commend advanced examples in the cultural field, held on the occasion of the 78th anniversary of the traditional industry of the Industry, was honored to receive a congratulatory letter from General Secretary Nguyen Phu Trong, and to welcome Prime Minister Pham Minh Chinh to attend and direct.

Minister Nguyen Van Hung affirmed that the Culture, Sports and Tourism sector has strived to achieve many important results in recent times.

Fourth, Deeper awareness of the role of culture as a driving force for sustainable national development, cultural development requires the joint efforts of all levels and sectors, the Ministry of Culture, Sports and Tourism has closely coordinated with departments, ministries, sectors and localities to improve the scale of organization and quality of regional and national cultural and artistic events. Performing arts programs, cinema, fine arts exhibitions, museums "diverse in form - rich in genre - unique in content" not only meet the requirements of political tasks, the people's need to enjoy culture, serve the activities to celebrate major holidays but also carry out the mission of strengthening the great national unity bloc, promoting the image of the homeland and country, attracting tourists, contributing to economic development.

Fifth, pay more attention to developing cultural industries to become an important economic sector of the country. The highlight is that with the attention and chairing of the Prime Minister, the first National Conference on the development of Vietnam's cultural industries, with the Ministry of Culture, Sports and Tourism advising on the preparation of the program and content, was successfully organized, serving as a basis for proposing and submitting to the Prime Minister for consideration and promulgation of a new Strategy on the development of cultural industries in the coming period.

Sixth, actively prepare and submit to the Government a report to the Politburo summarizing 10 years of implementing Resolution No. 08-NQ/TW dated December 1, 2011 on strengthening the Party's leadership, creating strong development steps in physical training and sports by 2020; organize a National Conference on developing high-performance sports as a basis for completing the Strategy for developing physical training and sports in Vietnam by 2030.

Vietnamese sports are based on two pillars, sports for everyone with the campaign "All people exercise following the example of great Uncle Ho" to discover and create sources, develop high-performance sports. The Vietnamese sports delegation has achieved excellent results, leading the whole delegation, exceeding the set targets at the SEA Games held in Cambodia; competed with good results at the 19th ASIAD in China, the Olympic qualifiers and regional, continental and world sports tournaments with positive results; the national women's football team won the right to participate in the World Cup for the first time.

Seventh , Tourism has reached the finish line with very commendable results, contributing positively to the country's economic growth. In 2023, the total number of international tourists is estimated to reach 12.5 million, exceeding the set target (8 million), achieving the adjusted target; the total number of domestic tourists is estimated to reach 108 million, exceeding the annual plan by 5.8%. Total revenue from tourism is estimated at 672 trillion VND, exceeding the plan for 2023 by 3.38%. Vietnam was honored for the fourth time as the World's Leading Heritage Destination at the World Tourism Awards 2023.

Eighth, cultural diplomacy has been actively implemented, Vietnam was elected as a member of the World Heritage Committee for the 2023-2027 term with a very high number of votes. Hoi An and Da Lat officially joined the UNESCO network of creative cities. 11 political and artistic programs within the framework of 5 high-level visits by key leaders of the Party and State, along with 6 programs of Cultural Week, Vietnam Tourism and Cultural Festival abroad in 2023, have contributed to promoting the beautiful and safe country of Vietnam with its unique culture to many international friends.

Ninth, the direction and operation work continues to be improved. 02 direct dialogue conferences between the Ministry's leaders and the leaders of the units under the Ministry, along with the implementation of the commitments of the heads of the units under the Ministry with the Minister on the performance of the unit's tasks, have gradually eliminated the will, resistance, hesitation, and lack of determination in performing public duties.

Tenth , communication work has gradually changed. The program "Cultural Stories" broadcast daily and the program "Vietnam Tourism" broadcast every Saturday and Sunday morning on VTV1 have brought a panoramic view and many "new flavors" of culture and tourism to television viewers. The first national press award "For the cause of developing culture, sports and tourism" was held and awarded in September 2023, spreading the achievements of the industry, recognizing and honoring the outstanding contributions of collectives and individuals to the cause of developing culture, sports and tourism.

Reviewing some of the results mentioned in the Central Report of the 2023 Summary Conference sent to the delegates, with the hope that you will share, analyze more deeply, draw out the causes and lessons learned about the results to promote in the coming time. But more importantly, it is necessary to thoroughly perceive the shortcomings and limitations, and localize them to clarify the responsibilities of the Ministry and the industry. We must not confuse the desires of society to hastily label weaknesses, but we must not be subjective, complacent, and we must not be discouraged or discouraged in the face of difficulties, as the General Secretary instructed our industry in the Congratulatory Letter on the occasion of the Conference to commend typical advanced models in the field of culture nationwide in 2023, commemorating the 78th anniversary of the Industry's founding, so that in 2024 we can promote the driving role of culture, sports and tourism for the country's sustainable development.

The year-end conference is an important task. Our conference is very excited to welcome Prime Minister Pham Minh Chinh, Party and State leaders, Party Central Committee members, leaders of departments, ministries, branches, National Assembly Committees, and localities to attend and direct. We deeply believe that after the conference, the whole industry will take drastic actions with the motto "accelerate, be creative, reach the finish line" to build and develop Vietnamese Culture, Sports and Tourism.

In the excitement of the New Year of the Dragon 2024, we would like to open the 2023 Year-end Conference of the Culture, Sports and Tourism sector.

I would like to wish the Prime Minister, leaders, delegates, distinguished guests and all cadres, civil servants and public employees working in cultural affairs nationwide good health, happiness, luck and success. I wish the Conference to fulfill its objectives and requirements.
