Dear comrades attending the Conference!
In accordance with the work program for the entire term, today the 13th Central Committee of the Communist Party of Vietnam is holding its 10th Conference. The conference takes place at a very special time: Comrade General Secretary Nguyen Phu Trong, an exceptionally outstanding leader, a leading ideologist, and the theoretical banner of the Party, has passed away at a time when the entire Party, people, and army are determined to comprehensively implement the Resolution of the 13th Party Congress; Typhoon No. 3 has caused extremely heavy losses of life and property in most northern provinces and cities; and the entire Party, army, and people are concentrating their utmost efforts to overcome the consequences of the typhoon...
On behalf of the Politburo and the Secretariat, I would like to welcome all members of the Politburo, members of the Secretariat, members of the Central Committee, and all delegates attending the Conference; I wish you all good health, happiness, and many successes in your work and life.
Comrades!
This Central Committee meeting is taking place earlier and is shorter than expected; we will be working outside of regular office hours. The meeting will discuss and provide feedback on 10 topics belonging to two groups of strategic issues and some specific matters; the documents were sent about a week in advance, and I request that you continue to dedicate time to studying them so that you can provide truly insightful opinions that accurately reflect the realities of your respective ministries, sectors, and localities.
Focus on contributing to specific and general issues, especially practical problems not yet addressed in the draft documents, but which require a comprehensive assessment of important contents regarding guiding principles, strategic and highly feasible reform policies and initiatives.
We recognize that the 14th National Congress marks the moment when the country enters a new era – an era of national progress. This requires that, right from the document drafting process, each member of the Central Committee, the Secretariat, and the Politburo must maximize their intellect and responsibility. In that spirit, I would like to suggest the following issues:
Firstly, the tasks to accelerate progress towards successfully implementing the Resolution of the 13th National Congress of the Party.
Successfully implementing the Resolution of the 13th National Congress of the Party is the highest goal of the entire Party, people, and army in 2025; it is the foundation for successfully achieving the strategic goals of the 100-year period under the Party's leadership and moving towards the 100th anniversary of the nation's founding. This goal must be pursued with the highest determination, the greatest effort, decisive action, and the most effective solutions, ensuring that the set targets are met and even surpassed. This is the Party's responsibility to the people, to the glorious history of the nation, and to international friends; it is proof of the Party's leadership capacity, governing ability, and fighting strength. Therefore, all resources and measures must be concentrated to achieve it.
The draft socio-economic development plan for 2025 outlines key objectives, targets, tasks, and solutions; it analyzes the feasibility of achieving the socio-economic targets for the 5-year period 2021-2025 based on the implementation of the 2024 socio-economic development plan. The Politburo thoroughly discussed, comprehensively assessed, and considered all aspects before deciding to submit the report to the Central Committee for discussion and feedback.
Secondly, regarding the preparations for the 14th National Congress of the Party, there are three issues:
Firstly, regarding the documents submitted to the 14th National Congress of the Party: With the Political Report as the central document; the report summarizing 40 years of reform is very important for distilling the essence into the documents of the 14th National Congress; the report on the socio-economic development strategy, the report on Party building work and the implementation of the Party charter are specialized reports, and I request that comrades focus their discussions on clarifying them:
(i) Has the content of the Political Report presented to the Conference met the standards of a central report in terms of viewpoints, guidelines, and policies? Has it summarized the values of the past, present, and future? Has it served as a "lighting torch" to guide the entire Party, the entire people, and the entire army in achieving the strategic goals set forth by the 13th National Congress?
(ii) Do the strategic reports on socio-economic development; Party building and implementation of the Party Charter; and the theoretical and practical issues drawn from the 40-year review of reforms fully encompass the basis for the general arguments in the Political Report? Are the reports consistent with each other and with the Party's views and policies on national development in the 2026-2030 period and the vision to 2045?
(iii) Specific content in each report, especially assessments of existing shortcomings and limitations, and the strategic directions and breakthrough tasks that have been set forth. It is necessary to clarify whether the policies and measures are "correct" and "effective," and whether they have sufficient breakthrough power to lead the country into a new era. What new elements of practice need to be added?
Regarding some specific issues, I would appreciate your attention and discussion:
(i) Regarding strategic breakthroughs in the next term, should the focus be on institutional and development breakthroughs, strong innovation in personnel work, and comprehensive and strong breakthroughs in the construction and development of socio-economic infrastructure? Developing new productive forces along with perfecting production relations creates opportunities and new development spaces, providing key impetus for national development and defense; along with developing new productive forces (combining high-quality human resources with new means of production) and strategic infrastructure (with a focus on transportation infrastructure, digital infrastructure, and energy infrastructure).
(ii) Regarding strategic direction and solutions: should we focus on perfecting production relations, with the main focus being:
(1) Streamline the Party, State, National Assembly, and political-social organizations to operate effectively and efficiently; innovate the Party's leadership and governance methods to advance our nation.
(2) Promote decentralization and delegation of power with the motto "locality decides, locality does, locality takes responsibility", the Central Government, the Government and the National Assembly strengthen the improvement of institutions, maintain the role of creating and strengthening inspection and supervision; at the same time, thoroughly reform administrative procedures;
(3) Awakening motivation and spirit of dedication to the country, unleashing all social resources and resources within the people;
(4) Promote digital transformation, green transformation, take science and technology, innovation as the main driving force for development, have a mechanism to focus on technology, especially source technology, core technology… at the same time development must have a focus and priority, not spread out. Actively and proactively take advantage of external resources, combine national strength with the strength of the times.
Secondly, regarding personnel preparation for the 14th National Congress: Personnel work for the 14th National Congress is a crucial task, the "key" of "keys," with decisive significance for the successful implementation of the Party's policies and guidelines to lead the country into a new era. The report summarizing the personnel work of the 13th Central Committee and the development of personnel guidelines for the 14th Central Committee are very important, serving as the basis for preparing personnel to participate in the 14th Central Committee, Politburo, Secretariat, and Central Inspection Committee, as well as key leadership personnel of Party and State agencies for the 2026-2031 term.
I am confident that the Central Committee will uphold its responsibility to the Party, to the people, to the glorious history of the Party and the traditions of our ancestors to do this job well with a spirit of impartiality, integrity, scientific rigor, objectivity, caution, and thoroughness, placing the common good, the national interest, and the well-being and happiness of the people above all else.
Thirdly, regarding Party building and the implementation of the Party Charter: I propose that comrades discuss and provide feedback on the achievements, limitations, and obstacles, as well as suggestions for directions, tasks, and solutions for Party building during the 14th Party Congress term. What limitations and obstacles are inherent in the Party Charter, to what extent, and do they require amendments or additions to the Charter? Or is it sufficient to adjust the regulations and guidelines of the Politburo and the Secretariat?
I am confident that collective intelligence will be fully utilized at this Conference. On behalf of the Politburo and the Secretariat, I declare the 10th Conference of the 13th Central Committee of the Communist Party of Vietnam open; I wish the Conference effective work and great success.
