On October 29, General Secretary To Lam sent a letter of condolences and encouragement to compatriots, cadres and soldiers across the country who are responding to and overcoming the consequences of natural disasters in recent days.
In the letter, General Secretary To Lam said that in recent days, many localities in Vietnam have continuously suffered from prolonged heavy rains, rapidly rising floods, landslides, deep inundation, traffic disruption, causing heavy losses in human lives and property.
In many places, people had to evacuate urgently at night, houses were swept away, livelihoods were disrupted, and lives were turned upside down.
The General Secretary stressed that the situation is particularly serious in the central provinces from Ha Tinh to Quang Ngai, where floods and landslides are developing very complicatedly, continuing to threaten people's safety.

"While working abroad, I have always followed the situation with concern and anxiety. I send my warmest regards and deepest condolences to all compatriots affected by natural disasters in recent days," the General Secretary said in the letter.
The Party leaders also sent condolences to the families of those who unfortunately lost their loved ones in the floods and landslides. The General Secretary also sent words of encouragement to those who are injured, still isolated, and still struggling with lack of electricity, clean water, and safe housing.
The General Secretary highly appreciated the sense of responsibility, timeliness, dedication and courage of local Party committees and authorities, especially grassroots authorities; of the police, military, medical and youth volunteer forces; of rescue forces, unions, the Fatherland Front, social organizations, businesses and people.
According to the General Secretary, many cadres, soldiers and people did not fear danger to evacuate people, bring food, warm clothes and medicine to each deeply flooded area and each isolated area. That is the sentiment of compatriots, the tradition of "sharing food and clothes", the strength that makes up the Vietnamese spirit.
The General Secretary requested Party committees, authorities, the Fatherland Front and mass organizations in all localities affected by natural disasters - especially provinces from Ha Tinh to Quang Ngai - to continue to focus on the urgent task at hand: saving people and protecting people's lives above all else.
"It is necessary to review, warn and immediately evacuate households in areas at risk of flash floods and landslides; absolutely not let any people go hungry, cold or isolated without timely support," the General Secretary directed.
Along with that, according to the General Secretary, it is necessary to ensure safe temporary accommodation, clean water, medicine, and special care for the elderly, children, pregnant women, and vulnerable groups.
The General Secretary requested local forces to urgently take initial steps to repair essential infrastructure: traffic, electricity, and communications; promptly count the damage, and proactively provide first support to people in the most difficult circumstances.
Priority is given to restoring schools, medical stations, and essential public works so that people can soon return to normal life.
"Central ministries, departments and branches must go directly to the locality, grasp the situation, handle each specific matter, without formality, without leaving any gaps in responsibility. All support must go to the right people, to the right needs, at the right time," as requested by the General Secretary.
The General Secretary emphasized that natural disasters may still have complicated developments, but in difficult times, we see more clearly the national sentiment, and understand more clearly the strength of solidarity and the love of the Vietnamese people.
"I have full confidence that with the drastic participation of the entire political system and with the resilient and benevolent spirit of our people, our compatriots in disaster-stricken areas will stand up, stabilize their lives and restore production in the soonest time," the General Secretary shared in the letter.
