The Central Party Office has just announced the conclusion of General Secretary To Lam at the working session on April 23 with the Government Party Committee and central ministries and branches on evaluating the implementation results of the Central Committee's resolutions on public health care and orientations for the coming time.

After listening to the report of the Standing Committee of the Party Committee of the Ministry of Health and the speeches of the agencies, General Secretary To Lam concluded that, in response to the requirements of national development in the new era, the work of protecting and taking care of people's health is both the goal and the driving force for rapid and sustainable development.

Public health care work needs to aim at the goal of building a healthy Vietnam, where all people can live long, healthy, happy lives; human resources must have enough physical, mental, intellectual and moral health to achieve the goal of Vietnam becoming a developing country with an upper middle income by 2030, and a developed country with a high income by 2045.

Regarding specific policies that need to be implemented immediately, the General Secretary agreed to implement the policy of periodic health check-ups for the people at least once a year. The Party Committee of the Ministry of Health was assigned to develop a specific project and report to the Government for direction on implementation as soon as possible. Issues beyond the authority were reported to the Politburo for direction.

" The Government Party Committee is assigned to direct the research and development of a project with a roadmap to gradually reduce the burden of medical costs for people, moving towards free hospital fees for all people in the period from 2030-2035 ," the conclusion announcement stated.

The General Secretary requested the Government Party Committee to review programs, plans and projects related to people's health care to supplement and amend them to suit the new situation.

The Government Party Committee directed the Ministry of Health Party Committee to urgently develop and complete the National Target Program on health care, population and development for the 2026-2035 period, and submit it to the 15th National Assembly for approval (at the 10th Session).

Building a resolution of the Politburo to make a breakthrough in people's health care

The General Secretary requested the Government Party Committee to lead and direct the Party Committee of the Ministry of Health and central ministries and branches to urgently study and implement the consolidation of the health sector's organizational system from the central to grassroots levels in accordance with the 2-level local government organization model, associated with a clear and effective medical technical stratification model, ensuring inheritance and mutual support between professional levels.

Special attention should be paid to strengthening and improving the capacity of primary health care, which is the health care line closest to the people, playing the role of "gatekeeper" of the health system. It needs to be comprehensively strengthened to ensure the functions of primary health care, prevention, chronic disease management, early detection and initial treatment, periodic health check-ups, updating the use of electronic health records, etc.

" The grassroots health system must be stronger, have enough capacity, enough people, enough technology, and must be a place where people put their trust. Only then can we implement universal health care in a sustainable, equitable and effective manner ," the General Secretary noted.

The General Secretary directed to accelerate the progress of digital transformation tasks in the field of public health care, soon complete electronic health books nationwide, deploy electronic medical records, synchronize health data connection; share, recognize and use examination and treatment results between medical examination and treatment facilities, between sectors and levels...

The Ministry of Health is assigned to research and evaluate the Project on a digital database model integrating the development process of each individual to implement if appropriate and effective.

The General Secretary assigned the Government Party Committee to direct the Ministry of Health Party Committee to preside over and coordinate with the Central Policy and Strategy Committee and relevant agencies to study and develop a Resolution of the Politburo to lead and direct to create a breakthrough in people's health care, meeting the requirements of national development in the new era.

The General Secretary directed that this Resolution is similar to Resolution No. 5 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; the new Resolution does not replace existing resolutions, directives and conclusions, but focuses on solving new and major issues, bottlenecks and bottlenecks, clearly defining goals, roadmaps and specific responsibilities in people's health care; completing the report to the Politburo in May.

At the same time, the Government Party Committee coordinates with the National Assembly Party Committee to prepare for institutionalization in the upcoming National Assembly session as well as prepare finances and budget.

The General Secretary assigned the Document Subcommittee and the Economic - Social Subcommittee of the 14th National Party Congress to review, supplement, and emphasize the viewpoints, goals, and targets on people's health care in the draft documents submitted to the 14th National Party Congress (to be implemented together with the process of receiving opinions from Party congresses at all levels for the 2025-2030 term).
