On the morning of October 15, at the Party Central Committee Headquarters, the Standing Committee of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation (Steering Committee) held the 3rd Quarterly Meeting to evaluate the 9-month implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation development in both direct and online forms with localities.
General Secretary To Lam, Head of the Central Steering Committee on Science , Technology, Innovation and Digital Transformation Development, chaired the meeting.
Attending were Politburo members: Tran Thanh Man , Chairman of the National Assembly; Tran Cam Tu, Standing member of the Secretariat; Politburo members, Secretariat members, Party Central Committee members, Standing members of the Steering Committee, leaders of ministries, departments, branches and localities.
The report at the Session showed that looking back over the past 9 months, Resolution No. 57 has truly come into life, creating high unity in perception and action.
Many specific and practical results have contributed to improving the effectiveness of national governance, effectively operating two-level local governments, promoting socio-economic development, ensuring social security, and caring for people's lives. Thereby, the trust of the business community, people, experts, and scientists at home and abroad has been enhanced.
However, there is still much work to be done and many bottlenecks to be resolved to make stronger breakthroughs in science and technology development, innovation and digital transformation.

At the meeting, after listening to the report and the opinions, proposals and recommendations, General Secretary To Lam made a concluding speech emphasizing that the implementation of Resolution No. 57 is a very important content, the main driving force to successfully carry out strategic breakthroughs, transform the country's development model, and establish a new growth model of the country in the spirit of the 13th Conference of the 13th Party Central Committee.
The General Secretary acknowledged and commended the efforts of all levels and sectors from the Party agencies at the Central level, to the National Assembly, the Government, the Vietnam Fatherland Front and socio-political organizations, agencies in the local political system; the efforts and proactiveness in the advisory work and proposals of the Standing Agency, the Working Group, the National Advisory Council, especially the role of the Standing Steering Committee in closely monitoring, evaluating, and directing the implementation resolutely, with specific results.
At the same time, the General Secretary thanked and acknowledged the contributions of domestic and foreign experts and overseas Vietnamese who have paid attention and accompanied domestic agencies in the process of implementing Resolution No. 57.
Regarding strategic orientations, the General Secretary pointed out that it is necessary to firmly implement the new operating principle agreed upon by the 13th Conference of the 13th Party Central Committee: "Discipline comes first - Resources go together - Results are the measure." This must be the guiding ideology throughout, the compass for all activities.
Discipline is demonstrated in strictly implementing directive conclusions, adhering to progress, not pushing or avoiding; overdue tasks must be thoroughly handled. Resources must be fully guaranteed, allocated correctly, accurately, quickly and effectively, avoiding dispersion and waste.
Every effort must be measured by concrete, real, measurable results, not by formal reports.

The General Secretary requested that removing institutional bottlenecks be the top priority; exploiting data to break down “separatist thinking”; establishing institutions on intellectual property, commercializing research results to connect institutes and schools with the market; establishing institutions on public-private partnership to mobilize social resources; removing bottlenecks, while at the same time having a strong enough mechanism to protect cadres who dare to think, dare to do, and dare to take responsibility for the common good.
It is necessary to create an ecosystem, strongly unleash social resources, take enterprises as the center, from "State-made" to "State-created" to liberate and mobilize maximum private resources for scientific, technological and innovation development, according to the principle "What the private sector can do but is not in the field where the State plays a leading role, create conditions and encourage the private sector to do."
Only when the enterprise is truly the center, the 3-House model (State-School-Enterprise) will come into reality.
The General Secretary suggested that we must take the satisfaction and trust of people and businesses as a measure; we must resolutely digitize the entire process, deploy "one-stop-one-declare" public services on an interconnected data platform.
To realize those major orientations, the General Secretary emphasized the need to unify a resolute, transparent, and consistent action motto, as in the guiding spirit of the 13th Conference of the 13th Party Central Committee: "Three focuses - Three publicities - One measure."
Three focuses (Quickly institutionalize the Steering Committee's conclusions; organize drastic implementation with specific products; regularly inspect and supervise, promptly remove obstacles).
Three publicities (public progress; public responsibility; public results for people and society to monitor and accompany). One measure (living standards and people's trust).
Requiring the institutionalization and replication of the “Breakthrough Implementation Management Model” to apply to complex, highly interdisciplinary tasks in the coming period, the General Secretary noted that all agencies and units, especially their leaders, need to set an example and be responsible to the Party, the State and the people for implementing tasks, ensuring the completion of all tasks on time, meeting practical requirements and bringing about efficiency.
Party agencies from the central to local levels implement the digital transformation project in Party agencies to ensure efficiency, according to the set roadmap.

The General Secretary requested the Government Party Committee to direct the resolution of the backlog of documents guiding the implementation of the Law, and strive for 100% of Decrees and Circulars guiding the implementation of new laws related to science, technology, innovation, and digital transformation to be issued and take effect before March 31, 2026.
The National Assembly Party Committee directs the implementation of the National Assembly's Digital Transformation Project. The supervision content must focus on the three most core issues: Progress and quality of building national databases; efficiency of disbursement and use of state budget resources; and substantive results of commercializing science and technology products and the "3 Houses" model.
The Party Committee of the Vietnam Fatherland Front directs the implementation of the Digital Transformation Project in the agencies of the Vietnam Fatherland Front and socio-political organizations; directs the organization of independent and substantive social monitoring and criticism programs on the quality of scientific and technological research and innovation; provides online public services and the progress of implementing national databases that directly affect the people.
The General Secretary especially emphasized “the responsibility of leaders, first of all, ministers, heads of branches, secretaries, chairmen of provincial and communal People's Committees, and leaders of departments and divisions, to fully and deeply understand the requirements and tasks of developing science, technology, innovation, and national digital transformation with the destiny of the country; to be resolute in directing and operating; not to accept “term thinking,” “holding on to local interests,” not daring to think, not daring to do, not daring to make breakthroughs. Anyone caught up in these situations and not making changes must be promptly replaced, not slowing down the country's development process.”
The General Secretary noted that the tasks ahead require each member of the Steering Committee, each leader at all levels and sectors to continue to uphold the pioneering and exemplary spirit, truly "talk less - do more - resolutely - effectively"; urgently deploy in their agencies and units; must have recommendations and proposals to the Steering Committee on tasks that bring benefits not only to their own sector./.
