General Secretary To Lam assessed that the draft Political Report has been significantly shortened, demonstrating the viewpoint of building a concise, easy-to-understand, easy-to-implement, easy-to-implement document, reducing academic content, ensuring high actionability, helping to implement immediately after the Congress; serving as a model for the drafting of political reports by party organizations.
The General Secretary suggested that we continue to review, edit and perfect the Political Report to ensure actionability, documentation and feasibility. At the same time, we must ensure balance and harmony between chapters, sections and items and "value each sentence and each word" so that the Political Report can truly be a "stele", a torch illuminating the path for the country's development in the coming period.
Emphasizing that the draft Political Report has raised many new points, closely following practical requirements, the General Secretary noted that some contents have been clarified, but there are still issues that need further research and discussion to complete.
Regarding the economy, the General Secretary requested that it is necessary to continue to study and clarify the content of Vietnam's "new growth model" in the coming period, especially emphasizing the fundamental factors for rapid and sustainable development. In particular, it is necessary to correctly identify the roles of economic sectors, emphasizing the role of the private economy as the most important driving force for GDP growth, increasing labor productivity, creating jobs, etc.
Early preparation of infrastructure and human resources for the target of double-digit growth in the coming period is also very important.
In addition, the General Secretary also noted that there should be stronger innovation in human resource development, especially education and training; and that it is necessary to refer to and learn from the experiences of countries with advanced education systems in order to build a modern national education system.
"The potential of the Vietnamese people is not inferior to any nation in the world. We must maximize that potential so that the country can develop," said the General Secretary.
Prevent the risk of falling behind, bring the country to breakthrough development
Another issue that the General Secretary also emphasized is the need to conduct further research and evaluation on the results of implementing the policy of streamlining the political system apparatus, and rearranging and reorganizing administrative units at all levels. This is not simply a matter of adjusting administrative boundaries but also an issue of adjusting economic space; adjusting the division of labor, decentralization, adjusting the allocation and combination of economic resources, etc.
Regarding science and technology, the General Secretary stated that Resolution 57 of the Politburo has clearly mentioned this issue. It is determined that this is the "main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era".

The General Secretary pointed out that it is necessary to continue reviewing the contents to ensure the balance between economic development and culture and society, with the ultimate goal of improving and better meeting the material and spiritual life of the people, clearly demonstrating the superiority of socialism; continuing to research and quantify specific policies so that people can see and evaluate them.

Regarding Party building, the General Secretary emphasized that the standing members of the Subcommittee and the Editorial Board will continue to coordinate with the Charter Subcommittee to supplement and perfect the viewpoints and policies on Party building in the coming period, commensurate with the Party's especially important role and mission in this historical period.
The Party must always be in the vanguard, the helmsman, leading the Vietnamese revolutionary boat to the goals of wealth and prosperity; continue to research to supplement the content to implement Uncle Ho's words "Our Party is moral and civilized". The Party must constantly improve itself, purify itself, and enhance its mettle and intelligence to meet the very high requirements of the revolutionary cause in the coming period.
Noting that from now until the 14th Congress, many important tasks must be carried out at the same time, the General Secretary requested that members of the Document Subcommittee, with innovative thinking, closely follow the situation, organize research, discuss thoroughly, absorb opinions from all levels; continue to supplement and perfect the draft Political Report with high quality.
