General Secretary: Emulation to win for the entire army creates new breakthroughs in military building

The General Secretary stated that the requirements for building and protecting the Fatherland in the new situation require our army to be both "regular, elite, and modern" and "mobile, flexible, and digitally intelligent."

On the afternoon of September 24, in Hanoi, the Central Military Commission and the Ministry of National Defense organized the 11th Military Emulation Congress for Victory in the 2020-2025 period to evaluate the results of emulation and reward work of the entire army in the past 5 years, set out directions and tasks for the next 5 years; commend and honor typical advanced collectives and individuals in the cause of building the Army, strengthening national defense and protecting the Fatherland in the 2020-2025 period.

Catalyst turns determination into results, goals into reality

Speaking at the Congress, General Secretary To Lam expressed his joy and emotion at the 11th Military Emulation Congress - a festival honoring the will, discipline, strength, intelligence and dedication of "Uncle Ho's Soldiers."

On behalf of the leaders of the Party, the State, and the Central Military Commission, the General Secretary sent his warm regards and congratulations on the outstanding achievements that agencies, units, factories, academies, schools, hospitals, defense enterprises, and typical advanced collectives and individuals of the entire army have achieved in the recent Emulation Movement for Victory. Today's advanced examples are a vivid testament to the strength of tradition, discipline, creativity, and the close military-civilian relationship.

The General Secretary emphasized that when Uncle Ho launched the patriotic emulation movement, the Army was the first to respond and from the practical combat and work, a unique feature was formed, the "Emulation to Win" movement - competing to fight well, work well, produce well; competing to win in the army. In other words, Emulation to Win was integrated into the source of the Patriotic Emulation movement launched by the Central Executive Committee and Uncle Ho, making an important contribution to the growth and development of the Vietnam People's Army.

The General Secretary pointed out that in every revolutionary stage, from guerrilla battles to large-scale campaigns; from secret fronts to military diplomacy; from research and design to weapons manufacturing; from schools, laboratories to training grounds; from leaders to officers and soldiers, the Determination to Win Emulation has always been the catalyst to turn determination into results, to turn goals into reality. Thanks to emulation, the unit has a common, measurable goal. Each person has a specific task to do thoroughly; discipline becomes strength; initiative becomes a resource; so that "Patriotic emulation is patriotism. Patriotism requires emulation and those who emulate are the most patriotic" becomes a culture.

From there, the unique qualities of “Uncle Ho’s soldiers” were formed: modest yet resilient, disciplined yet creative, decisive yet humane, determined to fight and determined to win; so that each soldier could contribute his efforts to building an army “Loyal to the Party, filial to the people, ready to fight and sacrifice for the Fatherland, for socialism. Any task must be completed, any difficulty must be overcome, any enemy must be defeated.”

The General Secretary was pleased to see that the spread of the emulation movement to victory did not stop in the barracks, units, and army, but also inspired departments, ministries, branches, localities, businesses, and the community, contributing to the widespread patriotic emulation tradition of the country in building and defending the Fatherland. Wherever there are soldiers, there is an emulation movement; wherever there are exemplary officers and soldiers, there is a movement, discipline, and effectiveness; wherever there is Emulation to Victory, there the criteria of “Revolutionary, disciplined, elite, modern” become concrete and measurable; so that every officer, soldier, and defense worker can “Promote tradition, contribute talent, and be worthy of being Uncle Ho’s soldiers.”

The General Secretary affirmed that the Determined to Win Emulation is valuable because of its continuity and depth. It is not a temporary "launch" but the "beat of life". Each day has a criterion, each week has a practical task, each month has an initiative, each quarter has a sustainable result. The starting point is the soldier; the nucleus is the team, squad; the driving force is the platoon, company; the decision is made by the Party committee and commanders at all levels. Emulation here is not "chasing after achievements," but "daily food and drink" in a special military environment: it must be accurate, follow the process, be safe, effective and suitable for modern combat situations.

In the military environment, competition is a school of “personality and courage.” Each completed target not only adds a “point” but also a level of maturity. Each soldier must know how to put the mission first, know self-discipline, know how to respect procedures, know how to cooperate in combat, know how to handle situations, know how to love teammates and love the people.

The General Secretary noted that emulation criteria must be "clear-correct-accurate-easy to remember-easy to do-easy to compare." Organization must be seamless from the grassroots up; evaluation must be fair and public; rewards must be timely, to the right person, for the right job; criticism must be sincere, constructive, helping each other to progress.

Loyalty and steadfastness - Solidarity and discipline - Breakthrough development - Determined to fight and win

The General Secretary pointed out that the requirements for building and defending the Fatherland in the new situation require our army to be both "regular, elite, modern" and "mobile, flexible, and digitally intelligent." In that context, the "Determined to Win" emulation campaign must become the "operating system" for three roles: "The combat army" takes the training criteria of "close to actual combat, close to the combat object, close to the area, close to weapons and equipment" as the axis; considers mastery of weapons, equipment, and high technology as mandatory indicators; considers safety and discipline as the red line.

The “Working Army” combines emulation goals with the task of mobilizing the masses, building a solid people's position; closely coordinating with the local political system; contributing to maintaining social stability, consolidating people's trust. The “Production Labor Army” promotes research-design-manufacturing; masters the production chain - technical assurance; participates in socio-economic development in remote, border and island areas; promotes digital transformation in the defense industry and military logistics.

The tradition of our Army “going to war is to win” has become the “standard of action.” Every officer and soldier must carry within themselves the blood of “Determination to die for the Fatherland, determination to live” in studying, training, practicing, combat readiness, production labor, helping the people, international cooperation and international obligations.

The General Secretary suggested that the entire army continue to rectify all formalities; absolutely avoid chasing superficial targets; prioritize quality, efficiency, and depth. Emulation must make people better, units stronger, work smoother, and military-civilian relations more solid. Unity is the source of strength. Emulation must contribute to "tightening the ranks," spreading positivity, encouraging young talents, creating space for initiatives of soldiers, military women, and defense workers. Each Party Committee and commander must be a "conductor" who knows how to choose the right "music," choose the right "rhythm" of progress, and coordinate the "orchestra" of the forces smoothly.

Party committees and commanders at all levels take care to replicate typical examples: Have a mechanism for timely recognition and appropriate rewards; incorporate good models into training and work programs so that everyone can progress together.

With a rich tradition, with the Vietnamese spirit and intelligence, with the direct, absolute, and comprehensive leadership of the Party, with the close coordination of the entire political system and the support of the people, the General Secretary believes that the Emulation Movement for Victory of the entire army will continue to develop strongly, substantially, and effectively; create a new breakthrough in building a revolutionary, disciplined, elite, and modern army; contribute worthily to the cause of building and firmly defending the socialist Fatherland of Vietnam; hope that the 11th Emulation Movement for Victory of the entire army will "breakthrough, spread, and be sustainable," so that each unit is a "disciplined and creative fortress," each soldier is a "devoted flame," and each mission is a "victorious battle."

On the occasion of the Emulation Congress for Victory of the Whole Army, on behalf of the leaders of the Party, State, and Central Military Commission, General Secretary To Lam presented a banner to the Congress with 16 golden words: "Loyalty and steadfastness - Solidarity and discipline - Breakthrough development - Determined to fight and win."

Summarizing the emulation movement "Determination to Win" for the period 2020-2025, the Minister of National Defense signed Decision No. 4511/QD-BQP dated September 12, 2025, awarding Emulation Flags to 84 collectives; and Certificates of Merit to 151 collectives and 158 individuals.

At the Congress, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense and General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army presented the Emulation Flag to 56 collectives representing units under the Central Military Commission and the Ministry of National Defense.

On behalf of the Presidium, General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, read the Congress's Letter to officers and soldiers of the entire army.

Previously, the Central Military Commission and the Ministry of National Defense held a ceremony to report achievements to Uncle Ho by the exemplary delegation of the 11th National Emulation Congress for Victory of the Whole Army and laid flowers at the Monument to Heroic Martyrs on Bac Son Street (Hanoi).
