
Vietnam News Agency (VNA) respectfully introduces the content of the General Secretary 's letter of greetings:
"Dear compatriots, officers and soldiers across the country!
In recent days, many of our localities have been continuously hit by prolonged heavy rains, rapidly rising floods, landslides, deep inundation, traffic disruptions, causing heavy losses in human lives and property. In many places, people had to evacuate urgently at night, houses were swept away, livelihoods were interrupted, and life was turned upside down. Particularly serious is the central provinces from Ha Tinh to Quang Ngai, where floods and landslides are evolving very complicatedly, continuing to threaten people's safety.
While working abroad, I have been following the situation with concern and anxiety. I send my warmest regards and deepest sympathies to all the people affected by natural disasters in recent days. I send my condolences to the families whose loved ones have unfortunately died in floods and landslides; and my sincere encouragement to those who are injured, still isolated, still struggling with lack of electricity, clean water, and safe housing.
I highly appreciate and respect the sense of responsibility, timeliness, dedication and bravery of local Party committees and authorities, especially the grassroots authorities; of the police, army, medical and youth volunteer forces; of rescue forces, unions, the Fatherland Front, social organizations, businesses and people. Many officers, soldiers and people did not fear danger to evacuate people, bring food, warm clothes and medicine to each deeply flooded area and each isolated area. That is the sentiment of compatriots, the tradition of "sharing food and clothes", the strength that makes up the Vietnamese spirit.
I request Party committees, authorities, Fatherland Fronts and organizations in all localities affected by natural disasters - especially provinces from Ha Tinh to Quang Ngai - to continue to focus on the urgent task at hand: rescuing people and protecting people's lives is the first and foremost priority. It is necessary to review, warn and immediately evacuate households in areas at risk of flash floods and landslides; absolutely not let any people go hungry, cold or isolated without timely support. It is necessary to ensure safe temporary accommodation, clean water, medicine and special care for the elderly, children, pregnant women and vulnerable groups.
I request that local forces urgently take the first steps to repair essential infrastructure: transportation, electricity, and communications; promptly count the damage, proactively provide support to the most disadvantaged people; prioritize the restoration of schools, medical stations, and essential civil works so that people can soon return to normal life. Central ministries, departments, and branches must go directly to the locality, grasp the situation, handle each task specifically, without formality, without leaving gaps in responsibility. All support must go to the right people, to the right needs, at the right time.
Dear compatriots, officers and soldiers across the country!
Natural disasters may still be complicated. But in difficult times, we see more clearly the national spirit, understand more clearly the strength of solidarity, of the Vietnamese people. I have full faith that with the decisive participation of the entire political system and with the resilient and benevolent spirit of our people, our compatriots in disaster-stricken areas will rise up, stabilize their lives and restore production in the shortest time.
Dear compatriots, officers and soldiers in all areas affected by floods and landslides in recent days, I would like to send my sincere regards and steadfast belief.
