On May 12, within the framework of a state visit to the Republic of Belarus, in the capital Minsk, right after the solemn welcoming ceremony at the Independence Palace, General Secretary To Lam had talks with Belarusian President Aleksandr Lukashenko.

President A. Lukashenko was pleased to meet General Secretary To Lam again and warmly welcomed the State visit of General Secretary To Lam and his wife and the high-ranking Vietnamese delegation to Belarus, emphasizing that this was the first visit by a General Secretary of the Central Committee of the Communist Party of Vietnam in the past 11 years.

Affirming that the traditional friendship between Vietnam and Belarus, which has been closely linked for decades in the past struggle for national liberation and is developing together today, is a valuable asset nurtured by many generations of leaders of the two countries. President A. Lukashenko believes that General Secretary To Lam's visit will create new momentum for the two countries to strengthen cooperation in many fields in the coming time.

President A. Lukashenko highly appreciated the achievements in socio-economic development that Vietnam has achieved in recent times, affirming that Vietnam is a great friend and important partner of Belarus in the Southeast Asian region in particular.

Expressing his joy at returning to Belarus in his new position, General Secretary To Lam congratulated Mr. A. Lukashenko on being re-elected as President of Belarus, with a high support rate in the January 2025 election, and expressed his belief that in the coming time, Belarus will continue to develop strongly, ensure good social security, thereby enhancing its position in the region and the world.

General Secretary To Lam thanked the State, people and President A. Lukashenko personally for the warm, respectful and thoughtful reception given to the high-ranking Vietnamese delegation.

General Secretary To Lam affirmed that Vietnam always attaches importance to the traditional friendship and multifaceted cooperation with Belarus, a relationship that was founded by President Ho Chi Minh and Belarusian leaders and has been forged and nurtured throughout the struggle for national liberation and unification throughout history, as well as in the country's construction and development to this day. General Secretary To Lam emphasized that Vietnam considers Belarus an important partner in the region and hopes that this relationship will continue to develop for the benefit of the two peoples.

During the talks, the two leaders informed each other about the situation in each country. They expressed satisfaction with the good results in the fields of cooperation, including politics - diplomacy, defense - security, science - technology, education - training, culture, and people-to-people exchange. The two leaders agreed on directional measures in all fields to deepen the bilateral relationship, making it practical and effective.

Accordingly, General Secretary To Lam and President A. Lukashenko affirmed the importance of maintaining contacts at all levels, especially at high levels and between ministries, branches and localities of the two countries in bilateral relations, while emphasizing the effective promotion of existing cooperation mechanisms with measures appropriate to the situation and conditions of each country.

Specifically, in the fields of economics, trade and investment, the two leaders appreciated the positive developments in recent times and agreed to more effectively exploit the cooperation potential from the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU), of which Belarus is a member.

General Secretary To Lam suggested that Belarus jointly study measures to facilitate access to each other's markets for agricultural, aquatic, and seafood products, agricultural fertilizers, etc., thereby increasing import-export turnover between the two countries.

The two sides also discussed and agreed on important measures to expand cooperation to potential areas such as information technology, digital transformation, education and training, especially in basic sciences, culture and arts, and sports, including athlete training, scientific research, transportation, culture, tourism, and people-to-people exchange; affirming that the two sides have signed a visa exemption agreement for ordinary passport holders effective from January 30, 2025 and that the organization of cultural cooperation programs will create favorable conditions to enhance cooperation and exchange activities in the coming time.

On this occasion, General Secretary To Lam thanked the Belarusian leaders for their attention to the Vietnamese community living, working and studying stably in Belarus in recent times, and asked the President and the Belarusian government to continue creating favorable conditions for the Vietnamese community in Belarus to contribute to the development of Belarus and the traditional friendship between the two countries.

On the multilateral front, General Secretary To Lam and President A. Lukashenko discussed regional and international issues of mutual concern. The two sides agreed to continue promoting the tradition of close coordination and mutual support at multilateral forums, especially at the United Nations.

General Secretary To Lam affirmed that Vietnam is ready to act as a bridge for Belarus to strengthen cooperation with the Association of Southeast Asian Nations (ASEAN), asking Belarus to support the stance of Vietnam and ASEAN on the East Sea issue, emphasizing the settlement of disputes by peaceful means, on the basis of the United Nations Charter and international law, including the 1982 United Nations Convention on the Law of the Sea.

After the talks, the two leaders signed a Joint Statement on establishing the Vietnam-Belarus Strategic Partnership and witnessed the handover ceremony of cooperation documents in the fields of defense, science and technology, justice, health, culture, broadcasting and people-to-people exchange.

On this occasion, General Secretary To Lam respectfully invited President Lukashenko to visit Vietnam soon. The Belarusian President happily accepted the invitation to visit Vietnam at an appropriate time.
