Strengthening internal strength and competitiveness for the Southwest region

On the morning of June 4, in Kien Giang, General Secretary To Lam and the Central Working Delegation worked with the Standing Committee of Kien Giang Provincial Party Committee and the Standing Committee of An Giang Provincial Party Committee on the implementation of recent resolutions and conclusions of the Central Committee, the arrangement of local apparatus, national defense and security work, leadership in implementing economic growth tasks, and social security work.

After listening to the report and opinions exchanged at the working session, in his concluding remarks, General Secretary To Lam commended and acknowledged the great efforts, high sense of responsibility and important results that the Party Committee, government, armed forces and people of An Giang and Kien Giang provinces have achieved in the past time.

The General Secretary pointed out that, despite being adjacent to each other and belonging to the key southwestern region of the Mekong Delta, the connection between Kien Giang and An Giang provinces has yet to fully exploit their complementary potential and comparative advantages.

Inter-provincial cooperation programs are still few and fragmented, lacking an overall coordination mechanism and a common strategic vision. The infrastructure system connecting the two localities is not yet synchronized.

The connectivity in spatial planning for development, investment attraction, development of raw material areas, tourism and services is not commensurate with potential and expectations, limiting market size, reducing investment attraction efficiency, wasting resources, and making it difficult to create development breakthroughs.

The General Secretary emphasized that the combination of An Giang with a rich tradition of high-tech agricultural production, the Mekong River upstream region, a center for aquatic breeds and crops, and Kien Giang with outstanding strengths in sea and islands, tourism, renewable energy and seaport services, will create a development axis of "mountains - plains - border - sea and islands", integrating border economy and marine economy.

This merger will open up opportunities to restructure the regional infrastructure system, forming more closely linked value chains from production, processing, logistics and export; creating conditions for the formation of new key economic zones, attracting strategic investment, enhancing internal strength and competitiveness for the entire Southwest region.

An Giang province aims to become a national marine economic center

To better prepare for the merger process, the General Secretary requested that Kien Giang and An Giang provinces focus on directing, reviewing, and evaluating the level of completion of targets and tasks according to the Resolution of the Provincial Party Congress for the 2020-2025 term.

Regarding comprehensive preparation and effective implementation of the provincial merger in conjunction with the arrangement of the apparatus, administrative units and the construction of a two-level local government, the General Secretary stated that from now until the completion of the merger, the two provinces need to strengthen close coordination in leadership and management of common tasks with the spirit of "one province - one vision - one action - one belief", absolutely avoiding the mentality of discrimination "my province - your province" causing division and stagnation.

The closer the merger is to the time of merger, the more clearly it is necessary to demonstrate a sense of shared responsibility, administrative discipline, internal solidarity and the highest political will. Preparations must be comprehensive, synchronous, focused and key in all areas. All plans must be developed in detail, with backup for many different scenarios to ensure that when the merger is officially completed, all activities of the new province will take place smoothly, seamlessly, without interruption at any stage.

The General Secretary emphasized the need to effectively and systematically reorganize the government apparatus according to the two-level provincial-commune model; there needs to be a flexible administrative organization mechanism for special areas such as Phu Quoc, Tho Chu, and Kien Hai special zones, suitable to specific development requirements, especially in the context of moving towards building special economic, tourism, defense-security, and foreign affairs zones.

During the reorganization process, the General Secretary noted that the selection and assignment of cadres must be based on standards of quality, capacity, qualifications, courage, sense of responsibility and trust among the people; it is necessary to review, assess the impact and implement reasonable support policies for cadres, civil servants, public employees and workers affected by the reorganization process; strictly manage records, assets, headquarters, budget, ensure transparent handover, avoid loss and waste...

The General Secretary pointed out that after the merger, the most important task is to consolidate ideological unity, build consensus, promote revolutionary traditions and aspirations of both provinces.

The new An Giang province needs to clearly define its vision of becoming a dynamic, comprehensive and sustainable development center of the Mekong Delta region, playing a strategic role in connecting East - West, sea - border, urban - rural, service - production - tourism.

In particular, aiming to become a national marine economic center, in which Phu Quoc is an international-class eco-tourism resort center, while the quadrilateral area of ​​Long Xuyen - Chau Doc - Rach Gia - Ha Tien will be the driving force for industrial, logistics and cultural development of the whole region, contributing to reshaping the role of the new An Giang in the national economic structure and regional value chain.

After the merger, the new province must quickly stabilize its organization, while focusing highly on the task of socio-economic development with a proactive, creative, decisive and flexible spirit.

The immediate goal is to strive to fully complete the targets of 2025, especially GRDP growth reaching over 8%, creating a solid foundation for double-digit growth in the following stages; improving the material and spiritual life of the people.

Strongly shifting the development model based on knowledge, technology and high-quality human resources

One of the urgent requirements for the new province after the merger is to strongly shift to a development model based on knowledge, technology and high-quality human resources.

This is an orientation in line with the spirit of the new resolutions of the Politburo, and at the same time is the shortest path for the province to make a breakthrough and catch up with new development trends in the era of digital transformation and comprehensive integration.

Regarding the successful organization of Party congresses at all levels, towards the 14th National Congress of the Party, the General Secretary requested that the political report of the new province must not be a mechanical addition from the previous two provinces, but must demonstrate a strategic vision, have in-depth analysis, accurately reflect development practices, clearly identify bottlenecks, accurately select breakthroughs, and at the same time demonstrate the aspirations, identity and responsibility of a dynamic province in the Mekong Delta region.

Personnel work must be carefully prepared, following principles, procedures, democracy, impartiality, and objectivity, ensuring the building of a new collective of provincial Party and government leaders with quality, courage, solidarity, vision, and modern management capacity.

Personnel arrangement and assignment must be harmonious between regions, avoiding localism or group interests. Personnel must truly be the center of reform, the leader of innovation, have prestige, a spirit of service and dare to take responsibility before the Party, the State and the people.

The General Secretary stated that the APEC 2027 Conference held in Phu Quoc city is a high-level foreign affairs event of special significance not only to Kien Giang province and the newly merged An Giang province, but also to the entire Mekong Delta region and the whole country.

This is a rare opportunity to promote the image of Vietnam as an integrated, innovative, friendly and dynamic country to the world, while creating a strong development lever for Phu Quoc in particular and the new province in general, promoting investment, tourism, trade and infrastructure in the whole region.

The General Secretary noted that localities need to focus on preparing for the APEC Summit, ensuring progress, quality and absolute safety in all aspects; and focus on speeding up the implementation of key infrastructure projects to serve the conference.

The investment is not only aimed at the event, but also aims to create a sustainable development foundation for Phu Quoc in the long term, not allowing the situation of large investment projects being left empty and abandoned after the conference. At the same time, the locality needs to proactively build and mobilize a high-quality human resource team to serve the Conference; effectively implement advertising, promotion, and communication activities, creating a clear impression of the image of Phu Quoc - Vietnam with international friends; strongly attracting strategic investment flows, high-end tourists, technology, financial, and international service enterprises to the region.

The General Secretary suggested that it is necessary to build a comprehensive strategy for Phu Quoc development, clearly identify priority investment areas, specific policies, and special zone management models suitable to the characteristics of the marine economy, tourism, services, and innovation, contributing to shaping Phu Quoc into an "international center of ecology, resort, finance, and innovation" in the new development stage.

“We must make the success of the APEC 2027 Conference in Phu Quoc not only a source of pride for the province, but also a driving force for the comprehensive development of the new province after the merger, playing an important role in raising Vietnam's international role in the era of deep integration and global competition,” the General Secretary emphasized.
