Attending the conference, on behalf of Lao Cai province were Mr. Luc Hau Giang - Deputy Director of the Department of Health, Head of the Project Management Board "Supporting returning victims of human trafficking to reintegrate into the community"; and leaders of several departments and agencies of the province.
Representing the Pacific Rim Foundation were Ms. Luong Hong Loan - Director of the Anti-Trafficking Program, along with other project officers and specialists.

The "Supporting Victims of Trafficking Returning and Reintegrating into the Community" project is a collaboration between the Pacific Links organization and Lao Cai province. The project aims to develop a comprehensive support model for female and child victims of human trafficking to reintegrate into the community sustainably, contributing to reducing the risk of human trafficking.

Within the framework of the project, from 2021 to 2025, the Lao Cai Provincial House of Compassion received 66 victims, including 25 residents of the province, 16/66 victims were children (24.24%), and over 90% of the victims were ethnic minorities, mainly the Hmong, Dao, and Thai people.

The project supporting returning victims of human trafficking at the House of Compassion is very meaningful, including providing a comprehensive support package, encompassing: support for essential needs (food, shelter, clothing, transportation...), psychological counseling, healthcare, life skills education; career counseling, vocational training, and general education according to individual needs and abilities; legal assistance, etc.
In addition to providing direct support to victims, the project also focuses on enhancing the system's capacity through training and professional development for staff involved in receiving, managing, and supporting returning victims of human trafficking; implementing communication activities to prevent and combat human trafficking in mountainous, remote, border, and ethnic minority areas; and in schools, vocational training institutions, and employment service centers.
In addition, the project provides emergency support packages for victims received at Border Guard Posts, provincial Social Work Centers, and Houses of Compassion; and implements a short-term vocational training scholarship program and educational support for children with special needs, including: providing scholarships, supporting accommodation and travel expenses for eligible trainees participating in short-term vocational training courses from 3 to 9 months; equipping them with life skills, social skills, and adaptability...


At the conference, delegates highlighted lessons learned regarding victim support models, communication efforts, and inter-sectoral coordination to prepare for more effective implementation of project activities in the next phase.

At the conference, collectives and individuals with outstanding achievements in receiving, assisting, and rescuing victims were recognized, commended, and rewarded.
