The emulation cluster of the northern mountainous border provinces includes 7 provinces : Dien Bien, Son La, Lai Chau, Lao Cai, Cao Bang , Lang Son, Ha Giang. In 2023, the units in the emulation cluster closely followed the instructions of the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the direction of Party committees at all levels, thereby building programs and plans to coordinate with member organizations, levels and sectors to implement key tasks of the front .

Comrade Mua A Son, Standing Deputy Secretary of Dien Bien Provincial Party Committee, spoke at the conference.

The forms of propaganda have been diversified , mobilizing people to well implement the Party's guidelines and policies and the State's laws and policies . Units in the cluster have also propagated, thoroughly grasped and implemented the development of action plans and programs of the Fatherland Front to implement the Resolutions of Party Congresses at all levels and the Resolution of the 13th National Congress of the Party; promoted the implementation of the Campaign "All people unite to build new rural areas and civilized urban areas"...

Units in the Emulation Cluster signed an emulation covenant in 2024.

Responding to the emulation movement "The whole country joins hands for the poor - leaving no one behind" ; During the peak month "For the poor", the Vietnam Fatherland Front Committees of the provinces in the Cluster mobilized over 289 billion VND in support, supporting the repair and construction of 6,950 Great Solidarity houses. Relief work was promptly implemented ; during the year, the Vietnam Fatherland Front Committees of the provinces in the Cluster supported people affected by natural disasters and serious incidents with a total amount of over 13 billion VND...

Comrade Lo Van Mung, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Vietnam Fatherland Front Committee of Dien Bien province, presented the rotating flag of Cluster Leader in 2024 to Lao Cai province.

On behalf of the provincial leaders, Comrade Mua A Son, Standing Deputy Secretary of the Dien Bien Provincial Party Committee, highly appreciated the results of the Emulation Cluster in 2023. He hoped that the Vietnam Fatherland Front of Dien Bien province and the provinces in the cluster would promote the achieved results, overcome limitations and add more practical activities with the Central Committee of the Vietnam Fatherland Front towards the 70th anniversary of the Dien Bien Phu victory. At the conference, the results of honoring Dien Bien province as an excellent unit of the Emulation Cluster in 2023 were announced. The conference also launched and signed the emulation contract in 2024. Lao Cai province was announced as the Cluster Leader and Cao Bang province as the Deputy Cluster Leader of the Emulation Cluster of the Fatherland Front of the Northern Border Mountainous Provinces in 2024.
