2024 marks the second consecutive year that Ha Long City has led the province's localities in three indicators: PAR INDEX, DDCI, and DTI; the remaining two indicators, SIPAS and DGI, also showed significant improvement compared to 2023. This result reflects the city's persistent efforts in building a professional administration, a transparent investment and business environment, and making digital transformation increasingly substantive.
Resolving all difficult and outstanding issues.
In 2024, amidst numerous challenges, especially the impact of Typhoon Yagi , the city faced considerable pressure as it simultaneously pursued reconstruction and tackled a massive workload with high demands to achieve new breakthroughs. Mr. Nguyen Tien Dung, Chairman of the City People's Committee, shared: "The locality is focusing on resolving many difficult issues to ensure that the tasks set for 2024 are achieved at the highest level, as well as preparing for the city's strong and sustainable development in the new era. This includes a high level of focus on urban planning and management, infrastructure investment, digital transformation, and resolving procedures related to land matters…"
Recognizing that access to land resources is one of the main drivers of the city's socio -economic development, in 2024 the city will closely coordinate with relevant provincial agencies to complete a series of important tasks: Adjusting the land use plan until 2030 to conform with the city's master plan approved by the Prime Minister; adjusting land use targets for 2024 to suit the city's socio-economic development conditions; implementing the land use plan for 2025; and conducting a land inventory in 2024 in accordance with the 2024 Land Law. By the end of 2024, 13 out of 15 of the city's zoning plans will have been approved by the Provincial People's Committee; 10 out of 10 general construction plans for communes and 10 out of 10 detailed construction plans for commune centers will have been appraised and approved by the City People's Committee.
The city also strengthened the management of the economical, efficient, and sustainable use of land resources formed from key and strategic transportation infrastructure projects, especially land around Cua Luc Bay, in accordance with the general planning orientation and the zoning plans and commune plans that have been studied. At the same time, it proactively reviewed and shortened the processing time for administrative procedures, connecting electronic systems, especially in resolving land-related administrative procedures. In 2024, the city received over 30,300 land-related applications, of which nearly 30,100 were processed ahead of schedule or on time…
In order to continuously transform the appearance of highland communes and gradually narrow the gap with the central area, the city has cut spending on non-essential projects, allocating nearly 1,000 billion VND to invest in nearly 70 infrastructure projects in the communes, focusing on essential projects that create momentum for development and affirm the city's long-term vision for balanced development among communes and wards.
Working alongside businesses and citizens.
To improve the DDCI, PAR INDEX, DTI, DGI, SIPAS indices, etc. , the role of the leader is crucial in determining which index is most important , especially in matters directly related to citizens and businesses. The city is strengthening the Steering Committee, reviewing the responsibilities of each member; and requiring departments, units, and the People's Committees of communes and wards to develop implementation plans, linking the responsibility of the leader in comprehensively directing administrative reform and digital transformation.
At the same time, the city is strengthening creativity and boldness in implementing the policies and decisions of the Provincial People's Committee, focusing on supporting and assisting the business community in the area. In 2024, the City People's Committee proposed adding 30 projects to attract investment: 10 housing projects, 2 projects for developing non-public education, 13 projects combining agriculture and services, 2 tourism projects, 1 environmental project, and 2 IT projects. Many difficulties faced by businesses are promptly resolved by the city, especially for projects outside the budget.
Mr. Bui Van Huyen, CEO of Happy Land, said: "With the desire to create a green space for students to play and experience, and a weekend getaway for families, I decided to invest in the Happy Land Ha Long eco-tourism area. Initially, we faced many difficulties due to a lack of understanding of investment procedures, the process of developing sustainable forest development plans, and the crucial conditions for converting the land use. After understanding our difficulties, the relevant departments and the People's Committee of Thong Nhat commune immediately stepped in and, I would say, provided hands-on guidance, supporting us in carrying out the investment in accordance with regulations. Completing all the necessary procedures has given Happy Land Ha Long the motivation and confidence to expand from 5 hectares to approximately 15 hectares in 2025 and subsequent years, with an investment capital of around 200 billion VND."
In 2024 and the first quarter of 2025, the city witnessed positive developments in agriculture, attracting seven major investors nationwide. Mr. Pham Cong Thang, General Director of KINGSAM Medicinal Herbs Joint Stock Company, stated: Ha Long has a large area of agricultural land and production forest land suitable for specialized cultivation of medicinal plants or agroforestry models. The company is currently conducting a pilot project cultivating 10 hectares of Codonopsis pilosula, Panax notoginseng, and Panax vietnamensis in Thong Nhat commune. The company has received significant support from the city government in resolving procedures, legal issues, land allocation, and labor recruitment. Therefore, the company has decided to build a 25-hectare processing plant in Quang La commune and approximately 100 hectares of medicinal plant cultivation areas in Tan Dan, Bang Ca, Quang La, Dan Chu, and Dong Lam communes. The long-term goal is to establish a large raw material area of approximately 800 hectares within the city.
With the support of various solutions from the city government, businesses in the area have continuously developed in scale, quality, and quantity. In 2024, the city saw the establishment of 1,056 new businesses and the licensing of 12 cooperatives (achieving 111% of the provincial plan), thereby contributing to local budget revenue and ensuring employment for tens of thousands of workers.
Adhering closely to key indicators and ensuring that all public work is geared towards the people and businesses, the city continues to strengthen administrative discipline and order among its officials and employees; and promote digital transformation in all areas... Ha Long City has maintained the "flame" of reform in a substantive direction to meet the expectations of businesses and citizens.
