Hanoi City proposes to shorten the time for selecting investors and investment procedures for social housing projects.

According to the Hanoi People's Committee, to meet the social housing needs of people, especially workers and low-income earners, in 2025 Hanoi is expected to have 11 social housing projects completed, providing nearly 6,000 apartments.

Recently, the Prime Minister assigned Hanoi to complete 56,200 social housing units by 2030. However, according to the Hanoi People's Committee, the implementation of social housing projects is currently facing many difficulties, especially in selecting investors.

According to a representative of the Hanoi Department of Construction, Decree 25/2020/ND-CP guiding the Law on Bidding requires social housing projects to bid to select investors like normal commercial projects, so this process makes many investors hesitate even though the demand for social housing is very large. Along with that, some regulations on investment capital requirements, selling prices, licensing and approval processes, etc. also cause many projects to be delayed. In fact, the time to complete administrative procedures for a social housing project can last 1.5-2 years, reducing the feasibility of the projects.

Faced with this situation, Hanoi has proposed to the Government and ministries and branches a number of solutions to accelerate social housing projects. In particular, regarding the order and procedures for investment and selection of investors, the city proposed to issue regulations to shorten the time for selecting investors and investment procedures for building social housing projects; allowing simultaneous implementation of site clearance and compensation, resettlement support (assigning the district-level People's Committee to establish public investment projects for implementation) with the process of organizing appraisal and approval of project investment policies.

Regarding planning, the city proposed to allow bidding to select investors to implement social housing construction investment projects based on the project investment policy and architectural planning criteria of the land determined according to the urban zoning plan, scale 1/5,000 to speed up the implementation of projects, meeting the goals assigned by the Prime Minister .

Along with proposing amendments to some inadequate regulations, the city requires relevant departments and branches to implement a “one-stop shop” mechanism, helping to reduce at least 30% of the time to complete administrative procedures; build a “green lane” system that prioritizes social housing projects, in order to create favorable conditions for investors.
