Compile a list of people who cannot be assigned work and send it to the Department of Home Affairs for introduction and assignment to the city's departments, branches, and sectors and the City Party Committee's Organization Board in suitable positions.
Regarding open personnel arrangement, the Ho Chi Minh City People's Committee requires transferring cadres from places that have exhausted their staffing quotas to other places that still have staffing quotas and have demand. Priority is given to cadres with qualifications, experience and achievements, young age and who want to contribute long-term to the public sector.
In addition, research should be conducted on transferring redundant civil servants from state agencies to public service units in accordance with their qualifications, experience and skills.
