On the morning of June 22nd, Ho Chi Minh City held its second trial run of the two-tiered local government model in 102 newly established wards and communes. Vice Chairman of the Ho Chi Minh City People's Committee, Tran Thi Dieu Thuy, presided over the trial run at the Ho Chi Minh City People's Committee headquarters.

Similar to the first trial, this time officials and civil servants in wards and communes are conducting trial runs of scenarios on the Administrative Procedure Resolution Information System, the 1022 System, the Document Management System, etc.
However, compared to the previous time, this time, through the online video conferencing system, the leaders of the Ho Chi Minh City People's Committee, the Department of Science and Technology, and the Ho Chi Minh City Digital Transformation Center conducted an in-depth assessment of the time and operational procedures of the team, and listened to and answered questions and concerns from each ward and commune.
According to the assessment of the Ho Chi Minh City Digital Transformation Center, this morning's trial was basically successful, and the operational procedures of the officials and civil servants met the requirements. However, there are still some limitations regarding internet connectivity in some areas, and the technological infrastructure of some wards is still outdated and does not meet the requirements.
Also this morning, Binh Duong province and Ba Ria - Vung Tau province jointly tested the 1022 portal for receiving, processing, and responding to citizens and businesses, in collaboration with Ho Chi Minh City.
This trial lays the groundwork for Ho Chi Minh City to coordinate with Binh Duong and Ba Ria - Vung Tau provinces next week to conduct a trial run for all 168 wards, communes, and special zones on the same system.
The 168 wards and communes of the newly established Ho Chi Minh City, along with departments and agencies, are jointly conducting a trial run.
Speaking after the launch, Vice Chairman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy said that after the first trial, the city's departments and agencies coordinated with telecommunications and technology companies to urgently assess the infrastructure, send personnel to wards and communes to re-check the entire system, and rebuild connections to ensure operation.
After the second operational session, the authorities will continue to re-inspect the infrastructure of each ward and commune. For wards and communes that do not yet have the necessary equipment, Ms. Thuy requested that the localities urgently propose the immediate provision of equipment.
At the same time, the Department of Science and Technology will compile and advise on supplementing guidelines for equipping facilities to support operations in newly established wards and communes.
In addition, Ms. Thuy also requested that the transfer of files and documents from the old unit to the new unit be carried out without any omissions or loss of documents, ensuring smooth workflow for the new organization.
"Certainly, some problems will arise during the transition, but we should try to avoid bottlenecks," Ms. Thuy said.
Relevant departments and agencies are responsible for coordinating, providing maximum support, and issuing clear guidelines to help wards and communes stabilize their operations as soon as possible.
Furthermore, Ms. Thuy stated that it is expected that next week, the Secretary of the City Party Committee or the Chairman of the People's Committee of Ho Chi Minh City will preside over the trial operation for 168 wards, communes, and special zones.
Ms. Thuy suggested that all departments and agencies should immediately implement administrative procedures related to the two-tiered local government model. She also requested that the 102 wards and communes prepare thoroughly for this trial run.
The Department of Science and Technology and the Center for Digital Transformation are collaborating to develop operational scenarios for departments, agencies, and the Office of the People's Committee of Ho Chi Minh City.
