Ho Chi Minh City warns of increased fine dust at the end of the year, requiring 100% of constructions to be covered and sprayed with water.

The Ho Chi Minh City People's Committee requested departments, branches and localities to tighten control of emission sources from construction and traffic to prevent air pollution (fine dust) from increasing at the end of the year.

According to a report by the Department of Agriculture and Environment of Ho Chi Minh City, monitoring results over many years show that from October to March every year, air quality in Ho Chi Minh City tends to worsen, especially fine dust PM2.5 increases, which can affect people's health.

Therefore, the Ho Chi Minh City People's Committee requested relevant units to take many measures at the same time to control waste sources according to the instructions of the Ministry of Agriculture and Environment and the Prime Minister's directive.

In particular, the Department of Construction is assigned to strictly control and handle vehicles carrying goods and construction materials without cover, causing them to fall and scatter, causing dust to spread.

At the same time, 100% of investors and construction units are required to fully implement measures to reduce dust and emissions such as covering the construction site, spraying water, and washing vehicles entering and leaving the construction site. Construction works that repeatedly violate the law will be temporarily suspended.

The Department of Agriculture and Environment, Ho Chi Minh City Police, management boards of export processing zones, industrial parks, high-tech parks and local People's Committees are required to conduct a general review, conduct surprise inspections, and strictly handle industrial establishments with large sources of emissions such as cement, thermal power, iron and steel, etc. or those that pose a risk of causing environmental pollution.

For residential areas, the People's Committees of communes, wards and special economic zones must conduct more propaganda and thoroughly handle the situation of burning garbage and agricultural by-products (straw) in violation of regulations, and encourage people to reuse agricultural by-products in the direction of a circular economy .

Regarding air quality monitoring, the city requires stable operation of automatic monitoring stations, increased measurement frequency in highly polluted areas, and daily publication of the air quality index (AQI) in the press, electronic information portals and phone applications for easy information for people.

The Department of Health is also assigned to guide people on how to protect their health when the air is polluted, especially the elderly, children and people with underlying diseases.

Report on air pollution control results before November 10, 2025

The Ho Chi Minh City People's Committee requires all relevant departments, localities and units to report implementation results to the Department of Agriculture and Environment before November 10, 2025, for synthesis and sending to the Ministry of Agriculture and Environment.

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested heads of agencies and units to seriously perform the above tasks and be responsible for the implementation results before the Ho Chi Minh City People's Committee.
