Ho Chi Minh City sets start date for upgrading and expanding National Highway 1

The project to upgrade and expand National Highway 1 (from Kinh Duong Vuong Street to the old Long An provincial border) will start construction in the fourth quarter of 2026 and be completed in the fourth quarter of 2028.

The Ho Chi Minh City People's Committee has just approved the proposal of the Department of Construction on the Detailed Plan for implementing Component Project 3, upgrading and expanding National Highway 1 (section from Kinh Duong Vuong Street to the old Long An province border) invested under the public-private partnership method (BOT Contract).

According to the detailed plan approved by the City People's Committee, the work of preparing, submitting for appraisal and approval of the Project (feasibility study report) will be completed in the fourth quarter of 2025.

Next is the bidding to select investors, sign the project contract, and complete in the second quarter of 2026.

The design preparation, submission for appraisal and approval will be completed in the third quarter; construction of the project will start in the fourth quarter of 2026. Construction will be completed and the project will be put into operation in the fourth quarter of 2028.

To ensure the progress of the groundbreaking ceremony, the Chairman of the City People's Committee assigned departments, localities and related units to prioritize the assigned tasks to implement Component Project 3 to ensure the progress of the proposed plan.

The Department of Construction is assigned to be the focal point to urge relevant departments, branches and units to promptly report and propose to the City People's Committee for resolution in case of difficulties or problems beyond its authority.

The project to upgrade and expand National Highway 1 (section from Kinh Duong Vuong Street to the old Long An province border), 9.62 km long, will be expanded to 60 m, equivalent to 10 - 12 lanes.

The total investment of the Project is 16,285 billion VND, of which the City budget spends 9,611 billion VND for site clearance (accounting for 59% of the total investment).

The capital portion of the PPP project enterprise responsible for arranging is 6,674 billion VND (including loan interest of 802 billion VND).

This project is divided into 3 component projects, including 2 site clearance component projects, while Component Project 3 (construction and installation part) is implemented by the investor with the enterprise's capital.
