According to the Ho Chi Minh City People's Committee, the sharing economy is a new business model, but it is not a separate part or a separate economic component in the economy. Therefore, there is no need for separate support policies for this form of business.

Therefore, state management needs to ensure the development of legal economic activities, including sharing economic activities; change the mindset and methods of state management to suit the development trend of the digital economy and the 4.0 Industrial Revolution; at the same time, raise awareness and capacity of businesses and local people about the sharing economic model.

The Ho Chi Minh City People's Committee will review and abolish regulations on business conditions that are not suitable for traditional business sectors and apply them to the sharing economy. At the same time, the city government proposes to amend, supplement and perfect the current legal system and policies to suit the activities of the sharing economy, especially clearly defining the responsibilities between parties in the sharing economy, and the responsibilities of departments and branches in managing this business model.

On the other hand, the city will improve state management capacity to ensure network security, information security, protect the privacy of citizens and organizations, and ensure sovereignty in cyberspace; build a mechanism so that parties in sharing economic activities can control the use of information in accordance with the agreement between the parties; fully implement international commitments on opening the service market (including Internet services) and on e-commerce to encourage businesses to do good business on digital technology platforms; limit risks related to protecting consumer rights and preventing tax losses and evasion of obligations and responsibilities as prescribed by law.

To develop the sharing economy, the city will also upgrade digital infrastructure (high-speed internet, cashless payments, applying cybersecurity measures, developing ecosystems of methods, protocols connecting with libraries and API applications - Application Programming Interfaces to create links between different types of sharing economy services), planning infrastructure development (infrastructure connecting public transport, infrastructure for real estate rental such as co-working, short-term residence...).

Currently, Ho Chi Minh City is also actively implementing policies to support businesses in the digital transformation process, focusing on technological solutions such as Blockchain and AI.
