Promote administrative reform

Identifying administrative reform as an important premise in attracting investment, in recent times, the People's Committee of Thai Nguyen City has focused on reviewing and simplifying records and procedures. Along with that is the effort to shorten the time to handle administrative procedures (TTHC) to serve people and businesses (DN), especially in the field of land. Thereby contributing to creating a transparent investment and business environment.

Mr. Bui The Diem, Director of Tan Cuong Kieu Diem Tea Trading and Service Private Enterprise, in Nha Tho Hamlet, Phuc Xuan Commune, shared: We built a tea production and trading factory on commercial and service land, so it required a lot of procedures, from registering business lines to writing projects. When we went to work at the One-Stop Department of Thai Nguyen City, we were guided and supported very enthusiastically by the staff. I found the procedures not cumbersome, for example, with the issuance and change of business registration, we got it after only 3 working days, instead of 7 days as before.

To create the most favorable conditions for people and businesses, at the One-Stop Department, the People's Committee of Thai Nguyen City has publicly posted 425 administrative procedures (including 302 district-level administrative procedures and 123 commune-level administrative procedures). The city has effectively applied the "One-Stop" mechanism, of which 97.39% of the records have been digitized, helping people and businesses easily monitor the progress of settlement through the National Public Service Portal.

In 2024, Thai Nguyen City reviewed and cut 15 unnecessary procedures, simplifying internal processes. All citizens' feedback on administrative procedure settlement was responded to on time by the city government on the National Public Service Portal.

In 2024, the City People's Committee's One-Stop Department received 14,356 records, of which 8,540 records were processed ahead of schedule; 5,742 records were processed on schedule; and 74 records were overdue.

Thanks to that, for many consecutive years, Thai Nguyen City has been in the top localities of the province in terms of Administrative Service Satisfaction Index (ranked 2nd in 2023, 3rd in 2024). For two consecutive years (2023-2024), Thai Nguyen City has led the rankings in the Administrative Reform Index in the district and city block of the province.

Synchronous development of infrastructure associated with planning

One of the factors that helps Thai Nguyen City to become more and more attractive to investors is the attention and synchronous implementation of planning work. Accordingly, with the orientation of "multi-center" development, the city builds a planning system that clearly divides functional areas, such as: Administrative - commercial center area (existing center area); new urban area (East and West); industrial park (Son Cam commune, Cao Ngan ...).

Along with that, the city has made planning public and transparent; provided information to agencies, units and enterprises. In the first 3 months of 2025 alone, the City People's Committee provided construction planning information to about 125 agencies, units and individuals. Thereby creating conditions for investors to choose suitable investment locations.

On the basis of clear zoning planning, Thai Nguyen City focuses on synchronous investment in traffic infrastructure, creating connections between regions.

From 2021 to present, Thai Nguyen City has built nearly 550 projects and works with a total cost of over 9,600 billion VND, in terms of public investment capital alone.

In particular, Thai Nguyen City has mobilized loans from the World Bank to invest in the construction of two key projects: the Dynamic Urban Development and the Northern Mountainous Urban Program (with over 20 items and works including bridges, roads, etc.), with a total cost of over 180 million USD.

Not only focusing on infrastructure development, the city's Party Committee and government also pay special attention to accompanying and removing difficulties for businesses through meetings and dialogues; and giving strong direction in site clearance work.

As the investor of Quyet Thang - Thinh Dan Urban Area No. 2 Project (approved in 2022, with an area of ​​8.2 hectares), Mr. Nguyen Van Lam, representative of the investor Trong Tin Group Joint Stock Company, commented: We highly appreciate the drastic participation of the Party Committee and the government of Thai Nguyen City in the work of compensation and support for site clearance. Up to now, we have been handed over 6.4 hectares. The remaining area of ​​1 household is expected to be handed over by Thai Nguyen City this April. Regarding the progress of the project, we plan to complete it in the fourth quarter of 2026.

With the synchronous implementation of many solutions, Thai Nguyen City has been affirming its position as an attractive destination for investors. From 2020 to now, the city has successfully attracted 20 investment projects, with a total registered capital of over 30 trillion VND, making an important contribution to the local economic development.

On average, each year, nearly 4,000 enterprises operating in the city contribute from 1,400 to 1,500 billion VND to the state budget; create jobs for 7,000 to 8,000 workers, with an average income of 7-8 million VND/person/month...

Entering 2025, Thai Nguyen City continues to promote strategic goals, focusing on: Completing the planning of new urban areas in a modern and sustainable direction; promoting investment attraction in the high-tech sector; developing a synchronous smart infrastructure system; and constantly improving the investment and business environment...
