On May 28, three "One-stop models providing social work services for women, children and victims of violence and abuse" from the Ho Chi Minh City budget, located at Children's Hospital 1, City Children's Hospital and Trauma and Orthopedics Hospital were officially launched in Ho Chi Minh City.
The event was organized by the Committee for the Advancement of Women and Gender Equality of Ho Chi Minh City (Department of Home Affairs) in coordination with the Department of Health , the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) in Vietnam, the City Association for the Protection of Children's Rights and related units.
Two years, recorded hundreds of children pregnant and giving birth
Previously, with persistent challenges of gender inequality and violence against women and children, Ho Chi Minh City built and operated the "Dandelion Model" - the first "one-stop" model located at Hung Vuong Hospital in 2023.
The Dandelion Model provides comprehensive support services for women and children who have suffered violence and abuse in accordance with current State policies, including medical care, safe accommodation support, legal advice and support, mental health care and social service connections.
In just 2 years of operation, the above Model has supported, intervened and provided timely services to 224 cases of women, minors and children who are victims of violence and sexual abuse (of which 194/224 cases are children under 16 years old who are pregnant and give birth).
At the same time, the Model also recorded more than 1,000 cases coming to Hung Vuong Hospital for examination and treatment - including 798 cases of "children giving birth to children" and 211 family planning minors - who did not use the services provided by the Model for various reasons.
Through practical operation, the Dandelion Model has outlined a part of the situation of gender violence in Ho Chi Minh City. In which, the victims of violence are mainly women and girls, and the perpetrators of violence are mainly men.
In fact, many people not only suffer violence from one individual but also suffer multi-level abuse from other family members.

How does the "one-stop shop" model to support women and children work?
Based on the practice of the Dandelion Model as well as international experiences, Ho Chi Minh City decided to establish 3 new "One-stop-shop Models" located at 3 hospitals, to implement solutions to prevent gender-based violence as well as provide timely assistance to victims of violence and abuse in a closed process.
Specifically, patients coming for examination and treatment at the 3 hospitals mentioned above will be examined and screened by a team of doctors and nurses. If there are signs of violence or abuse, they will be transferred to the "One-Stop Room" of the Hospital.
Here, the Department staff will contact the Center for Social Work - VocationalEducation for Youth in Ho Chi Minh City (output of the Model) to coordinate with the specialized Departments of the relevant agencies to coordinate the provision of one-stop services to support patients and their families.
At the same time, the Model will organize meetings with relevant parties to consult on cases, take statements, provide psychological and legal advice, provide health care for victims of violence and abuse, and support stable families, as well as monitor and manage cases in the community.
In case of violence or abuse victims in need of emergency shelter, they will be transferred to the Social Work - Vocational Education Center for Youth in Ho Chi Minh City and provided with care, nurturing, therapeutic intervention services, and connection to other essential services according to current regulations.
In addition, the Model also coordinates with local authorities to help victims of violence and abuse return home and continue to help stabilize their lives and integrate into the community.
Mr. Nguyen Van Dung, Vice Chairman of the Ho Chi Minh City People's Committee, said that the consequences caused by violence are very serious.
It not only affects mental and physical health but also destroys the lives and development opportunities of women and children, breaks down communities and undermines the economic development of Ho Chi Minh City, hindering the nation's rise in the new era.
He said the new one-stop model launched at three hospitals will help ensure that no one is left behind in the overall development of Ho Chi Minh City.
The Vice Chairman of the Ho Chi Minh City People's Committee requested the Department of Health to direct units based on the general regulations of the Ministry of Health to develop medical examination and treatment procedures that are sensitive to the needs and do not cause further harm to patients who are victims of gender-based violence.
At the same time, there must be coordination with the Department of Home Affairs and related departments and branches to closely connect and transfer with other essential services such as the Police, Justice, and Social Services, ensuring that victims of violence have full and quick access to the services they need.
