Ho Chi Minh City spends nearly 700 million VND to repair houses for people with meritorious services and relatives of martyrs in 2025

The project's objective is to provide direct housing support for meritorious people and martyrs' relatives through two forms of new construction or housing renovation and repair.

In case of new construction, strive to ensure a minimum usable area of 30m2 for households, 24m2 for single households; solid house structure with foundation, foundation, walls and hard roof, ensuring a minimum lifespan of 20 years. In case of renovation or repair, the house after repair must meet the standard of "hard walls, hard roof", with a minimum lifespan of 10 years (no minimum usable area required).

Support is implemented according to principles such as democracy, publicity, transparency, fairness, compliance with laws and State policies. Capital is used for the right purpose, right target, economically and effectively...

The beneficiaries are households with people with revolutionary contributions who are living and have permanent residence in temporary or severely damaged houses, according to regulations in Clause 1, Article 99 of Decree No. 131/2021/ND-CP, including:

Revolutionary activists before January 1, 1945; Revolutionary activists from January 1, 1945 to the August Revolution; Vietnamese Heroic Mothers; Heroes of the People's Armed Forces, Heroes of Labor in the resistance war; War invalids, sick soldiers, people enjoying policies like war invalids; Resistance activists infected with toxic chemicals; Revolutionary activists, performing international duties who were captured, imprisoned, or exiled by the enemy; Martyrs' relatives; People with meritorious services to the revolution; Resistance activists for national liberation, defending the Fatherland, performing international duties.

Priority is given to houses at risk of collapse or unsafety; elderly people with merit; ethnic minorities; families in difficult circumstances; and households in areas prone to natural disasters.

Subjects not covered by the support include households that have received support from Decision No. 22/2013/QD-TTg.

If newly built, the support level is 60 million VND/household from the local budget according to Decision No. 21/2024/QD-TTg. Combined with other legal mobilization sources such as contributions from the community, clans, organizations, businesses, philanthropists (if any) and contributions from households.

If renovating or repairing, the support level is 30 million VND/household from the local budget and combined with similar socialized resources.

The total number of households receiving housing support in 2025 in Ho Chi Minh City is 23 households with a project implementation cost of 690 million VND from the Ho Chi Minh City budget. Ho Chi Minh City aims to ensure that 100% of eligible households of meritorious people are supported, to be completed before November 30, 2025.

The disbursement and management of support capital is carried out through the People's Committee at the commune level, according to progress. Specifically, the first time, 60% of the funding will be supported after the dossier is confirmed by the People's Committee at the commune level. The remaining amount will be disbursed after the dossier confirms the completed volume. In case the project has been completed before submitting the dossier, the entire funding will be received immediately after confirmation.

The Ho Chi Minh City People's Committee assigned the Department of Construction to take the lead in implementing the project; guide, urge, and inspect the progress; prepare a budget estimate; summarize the report to the Ho Chi Minh City People's Committee and advise on the project summary. The Department of Home Affairs guides the confirmation of supported subjects; coordinates the review and handling of policy-related problems; monitors and urges the implementation progress.

The Department of Finance advises on budget allocation; provides guidance on the use and settlement of funds in accordance with regulations. The People's Committee at the commune level establishes a local Steering Committee; inspects the current status of housing, confirms construction stages; supervises the use of funds and reports results to relevant departments and branches.
