According to the Department of Construction, prolonged heavy rains in Ho Chi Minh City are causing flooding, landslides and damage to roads, affecting traffic and construction safety. Infrastructure management units are required to quickly repair roads, clean bridges and culverts, and collect waste, especially household waste that clogs the drainage system.

Localities need to periodically inspect and maintain ferry terminals, pontoon bridges, storm shelters, weak roads and bridges. Investors and contractors must strictly implement safety measures and drainage during construction, especially for undelivered projects such as underpasses, and must proactively propose appropriate flood prevention and diversion plans.
In addition, the Department requires increased inspection and securing of billboards and signs to ensure safety against strong winds; maintaining safe construction conditions at construction sites, ensuring barriers and clean, non-slippery roads. Maintenance of drainage systems, inspection of pumping stations, tide control sluices, and tide prevention valves are also directed to be carried out synchronously to improve flood prevention efficiency.

In addition, units need to trim trees that obscure visibility, traffic lights, and ensure public lighting. Weak bridges and inland waterway overpasses need to be installed with signs and anti-collision pillars to enhance traffic safety. The Department Inspectorate will control vehicle loads, ensure safety for boats, and strictly handle acts of encroachment on rivers and canals that cause landslides and blockage of flow.
