The People's Committee of Ho Chi Minh City has just issued a document conveying the direction of the Chairman of the People's Committee of Ho Chi Minh City on assigning specific tasks for the arrangement of public service units under the People's Committees of districts, towns and Thu Duc City.

Accordingly, the Chairman of the Ho Chi Minh City People's Committee directed the Department of Education and Training to preside over and coordinate with the Department of Home Affairs and the District People's Committees to advise on a plan to transfer public kindergartens, primary schools, and secondary schools to the People's Committees of wards and communes for management; At the same time, review the entire system of continuingeducation centers, vocational education centers, and vocational secondary schools currently managed by districts, propose a plan to transfer them to the Department of Education and Training for management and reorganize them in the direction of providing services in inter-commune and ward areas.

The Chairman of Ho Chi Minh City directed all levels to consult on plans to transfer public kindergartens, primary schools, and secondary schools to the People's Committees of wards and communes for management.

Ho Chi Minh City currently has more than 1,255 public kindergartens, primary schools, and secondary schools. Of these, there are 474 kindergartens, 556 primary schools, and 225 secondary schools. Up to now, these schools have been managed by the People's Committees of 22 districts and Thu Duc City.

Talking to VietNamNet , Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City said that the city will properly implement the Government 's direction. It is expected that after the arrangement, schools currently located in communes and wards will be managed by the new communes and wards. For wards and communes that are merged and have their boundaries divided into new wards and communes, schools located at which address will belong to the new wards.

Previously, the Ministry of Education and Training sent a document to the People's Committees of provinces and cities on ensuring the maintenance and improvement of the quality and efficiency of public educational institutions in administrative units when implementing the two-level local government model.

The Ministry of Education and Training recommends that localities maintain educational public service units and transfer to commune-level authorities the function of state management of education for secondary schools, primary schools, and kindergartens according to Conclusion No. 137 of the Politburo and Secretariat on the Project to rearrange and reorganize administrative units at all levels and build a model of organizing two-level local governments.
