This is the key task that the Ho Chi Minh City People's Committee has given top priority to in implementing Project 06/CP in 2025.

In the implementation plan, the Ho Chi Minh City Department of Justice is assigned to be responsible for ensuring that civil status data is “correct, complete, clean, and alive” throughout the area. At the same time, the department will preside over reviewing and compiling statistics on administrative procedures with a component of the dossier being a marriage status certificate to advise the Ho Chi Minh City People's Committee to propose reductions, and move towards reducing the procedure of “issuing a marriage status certificate” in the coming time. The completion deadline is in June 2025.

The People's Court of Ho Chi Minh City coordinates with the City Police to review, provide a list, compare, and update data on divorce judgments or decisions, decisions declaring a person missing or dead into the National Population Database system. This is to ensure accurate information for civil status management. The deadline for completion is June 2025.

The City Police plays the role of coordinating and coordinating, and at the same time coordinates with relevant units to establish an Interdisciplinary Guidance Team, promptly supporting and resolving problems and difficulties arising during the implementation process. Periodically inspect, supervise and urge the implementation of units. Proactively contact and exchange experiences with provinces and cities that have implemented the pilot, learn from experience and advise the Ho Chi Minh City People's Committee to direct promptly and effectively.

The People's Committees of districts, towns, and Thu Duc city and the People's Committees of wards, communes, and towns urgently develop plans to launch peak periods in the localities; establish local guidance teams to carry out tasks on schedule, ensuring 5 clarity (clear work content; clear staff department; clear leadership, direction, and implementation individuals; clear completion time; clear work products). Completion time is within 5 days from the date the inter-sectoral plan is issued.

In addition, the Department of Science and Technology, the Digital Transformation Center and related units are responsible for ensuring the necessary technology infrastructure and equipment to effectively implement the campaign.

This campaign is not only a concrete step in administrative reform, but also an important contribution to building synchronous and accurate population data, effectively serving state management in the digital age.

Previously, on June 4, in Hanoi, the Ministry of Public Security, the Ministry of Justice and the Supreme People's Court held an online conference to deploy a plan to launch a 90-day peak period to "clean" marital data and reduce procedures for confirming marital status. The implementation period is from May 31 to August 31.

During this peak period, information on marriage, divorce, and single status will be updated accurately, promptly, and synchronously on the national information system, and displayed publicly and transparently on the national identification application VNeID, with legal value and authenticated by competent authorities, ensuring high reliability.
