The first organization to participate in the Project to build an international standard research center

INOMAR Center became the first organization in the country to be recognized as eligible to participate in the CoE Project, creating the premise for the ambition to turn Ho Chi Minh City into the "capital" of science and technology in Southeast Asia.

On the afternoon of June 17, the Department of Science and Technology of Ho Chi Minh City held a conference to announce the approval of organizations participating in the Project to build a promotion mechanism to form and develop an international standard research center (CoE).

Center for Nanostructured and Molecular Materials (INOMAR) - Ho Chi Minh City National University is the first unit recognized as eligible to participate in the CoE Project.

Associate Professor-PhD Nguyen Minh Tam, Vice President of Ho Chi Minh City National University, said that established in 2011, INOMAR has always been identified by the National University as one of the key research units, with focused investment in staff, facilities and flexible operating mechanisms.

The Center has effectively promoted the role of an interdisciplinary research unit; effectively connected with member institutes and schools, maximizing the strength of the Ho Chi Minh City National University system to create outstanding results in scientific research and training of high-quality human resources.

The research directions that INOMAR is implementing are directly aligned with the strategic technologies and products identified in Decision No. 1131/QD-TTg dated June 12, 2025 of the Prime Minister , such as new materials technology, biomedical-pharmaceutical technology, environmental treatment technology, renewable energy technology and artificial intelligence.

These are also priority areas in Action Plan No. 01-KH/BCĐTW dated June 2, 2025 to implement Resolution No. 57/NQ-TW of the Politburo.

Congratulating INOMAR as the first organization to participate in the CoE Project, Vice Chairwoman of Ho Chi Minh City People's Committee Tran Thi Dieu Thuy hopes that the unit will truly become a leading bird in the City's research and innovation network in key areas; a place that gathers breakthrough ideas, works with international marks, and scientific products with high practical value.

This is also a practical achievement after a period of efforts to pilot specific mechanisms and policies on attracting and retaining talented people. This also demonstrates the City's determination to create international-level science and technology nuclei capable of solving big problems, contributing to making this place a leading research and innovation center in Southeast Asia.

By 2045, Ho Chi Minh City aims to have at least 5 science and technology organizations reaching regional and world levels.

At the end of 2023, the City People's Committee approved the Project to build a promotion mechanism to form and develop an international standard Research Center (CoE Project).

The City People's Council has issued a Resolution stipulating criteria, subjects, conditions, and preferential payment levels for salaries, wages, and welfare regimes for leadership positions in public science and technology organizations, as well as remuneration for performing science and technology tasks.

Director of the Ho Chi Minh City Department of Science and Technology Lam Dinh Thang said that the CoE Project and Resolution 19/2023/NQ-HDND are specific policy tools that the Department is striving to build to remove legal obstacles and promote development. These include salary and wage incentives of up to 120 million VND/person/month for leaders and experts participating in the Project, along with significantly increased remuneration for performing science and technology tasks.

“The city also prioritizes public investment in facilities, laboratories, and modern equipment for research activities. Organizations participating in the project can place laboratories and equipment invested by the city at universities to cooperate and optimize resources,” Mr. Lam Dinh Thang shared.

Recently, the Department of Science and Technology has received 10 applications from 8 public science and technology organizations participating in the Project.

INOMAR Center under Ho Chi Minh City National University is the first unit, not only in the City but also in the whole country, to be approved as eligible to participate in the CoE Project./.
