At the meeting, Mr. Nguyen Bao Quoc, Deputy Director of the Departmentof Education and Training of Ho Chi Minh City reported on the preparations for the 2025 high school graduation exam. Accordingly, the preparations were carried out synchronously and effectively, with close coordination between relevant departments, branches and sectors.
Ho Chi Minh City is a locality with a large number of candidates and officials participating. This year, the whole city has 99,578 candidates registered for the exam, an increase of 8,891 candidates compared to last year, of which 97,940 candidates are studying under the 2018 General Education Program and 1,638 candidates are studying under the 2006 General Education Program.
Notably, the number of independent candidates increased by about 5,000 people, creating more pressure on the organization. To meet the scale of the exam, the city arranged 171 exam sites with a total of 4,242 exam rooms, of which 168 exam sites were for the 2018 program and 3 exam sites were for the 2006 program. Each exam site had 3 spare rooms to promptly respond to arising situations.

Deputy Minister Pham Ngoc Thuong emphasized that this year's exam is special because it is the first year to apply the 2018 General Education Program, and at the same time, there are still candidates studying the 2006 General Education Program. In addition, in the context that the whole country is implementing Resolution 18 on the arrangement of local government apparatus, along with the rapid development of information technology, especially artificial intelligence, are also factors affecting the work of checking and supervising the exam. Therefore, the 2025 high school graduation exam will be carried out according to 8 requirements in the Prime Minister 's Directive: safe, smooth, objective, thoughtful, compact, reliable, and effective.
Mr. Pham Ngoc Thuong, Permanent Deputy Minister of Education and Training, Head of the National Steering Committee for the 2025 High School Graduation Exam, spoke at the meeting.
The Deputy Minister requested the city to carefully prepare plans to respond to storms, infrastructure incidents, fire prevention and fighting, etc. At the same time, coordination between departments, branches and functional forces must be carried out seriously and in accordance with procedures. He also emphasized the awareness of students in complying with exam regulations, and praised Ho Chi Minh City as one of the localities with a low violation rate over the past many years.
Speaking at the meeting, Ms. Tran Thi Dieu Thuy, Vice Chairwoman of the Ho Chi Minh City People's Committee, said: Through many years of organizing the exam, the city has learned many lessons. However, each year the exam has new elements, requiring proactiveness and flexibility in preparation, especially in the context of restructuring the administrative apparatus, no longer at the district/county level as before.
The organization of the exam, printing and transporting of the exam papers need to be recalculated to ensure safety, efficiency and suitability with the new requirements. In particular, due to the large number of independent candidates, the printing and copying of the exam papers needs to be paid attention to. If the Department of Education has any difficulties, it needs to report and propose appropriate solutions.
The city also pays special attention to preventing cheating in exams using high technology and applying maximum safety technology solutions. This year's exam is very special, so the city will regularly update and closely coordinate between units to organize the exam successfully.
On the same morning, the working group inspected the exam printing area and exam sites at Le Quy Don High School (District 3) and Trung Vuong High School and Vo Truong Toan Middle School (District 1).
The 2025 high school graduation exam will be held on June 26 and 27. This is the first time the exam will be held according to the 2018 general education program, while candidates will still take the exam according to the 2006 general education program.
