HCMC: Strengthening control of children's nutritional products, feeding bottles and pacifiers

This is a move to implement the direction of the Ministry of Health in Official Dispatch No. 5786/BYT-ATTP dated August 28, 2025 on strict control of nutritional products for young children, feeding bottles and artificial nipples.

The City People's Committee assigned the Department of Food Safety to preside over a comprehensive inspection of production, business, advertising, information and communication activities related to the above products. Violations will be strictly handled and promptly reported to the Ministry of Health .

At the same time, the Department is also required to strengthen propaganda and guidance for production and business establishments to comply with legal regulations; and monitor law enforcement in the field of food safety.

The Department of Health is responsible for coordinating inspections and handling violations within its management scope; at the same time, providing guidance on nutrition consultation and health care for mothers and children in accordance with the provisions of Decree 100/2014/ND-CP on trading and using nutritional products for infants, feeding bottles and artificial nipples as well as other relevant legal provisions.

The Department of Industry and Trade is assigned to inspect and handle acts of commercial fraud, production and trading of fake and poor quality food, including processed dairy products and food packaging materials.

The Department of Science and Technology is responsible for monitoring the quality, standards, and technical regulations of goods; warning of safety risks and tracing the origin of products.

The Department of Culture and Sports strengthens control of advertising activities in newspapers, publications, social networks and other advertising media for infant nutrition products, feeding bottles and pacifiers.

People's Committees of wards, communes and special economic zones are also required to coordinate in inspecting and handling violations in production, business, advertising, information and communication activities related to the above products; at the same time, step up propaganda about the benefits of breastfeeding.

In case localities and units have difficulties or problems beyond their authority, they need to report to the Department of Food Safety for synthesis, consultation, and proposal to the Ho Chi Minh City People's Committee for direction and resolution.
