The Department of Planning and Architecture of Ho Chi Minh City has just reported the socio -economic situation in November and key tasks and solutions in December.

Review and update planning
Accordingly, the department has sent an official dispatch to the People's Committees of 168 wards, communes and special zones to review and update zoning plans and detailed plans in accordance with the new spatial development orientation.
Advise the Ho Chi Minh City People's Committee to issue plans to implement approved urban master plans in the city and a list of planning projects (phase 1). Continue to update and standardize data to serve the Ho Chi Minh City Master Plan until 2040, vision to 2060.
In addition, the Department of Planning and Architecture has focused on implementing adjustments to the Ho Chi Minh City Architecture Management Regulations (replacing Decision No. 56/2021 of the Ho Chi Minh City People's Committee), ensuring compliance with the new planning system and current legal regulations, consistent with practice, and synchronizing the content of the project to adjust the city's general planning in the coming time.
Promulgating new architectural management regulations
One of the key tasks and solutions in December of the Department of Planning and Architecture is to draft the content to submit for promulgation of new architectural management regulations to replace Decision 56/2021, ensuring consistency with the new planning and new practices.
This is good news for the city's residents, because the implementation of Decision 56/2021 has caused many problems, affecting people's rights.
The leaders of the Ho Chi Minh City People's Committee also quickly identified this issue and directed to collect opinions and make adjustments. Departments, branches and localities have previously contributed many opinions and recommendations to amend the regulations.
In practice, many districts have encountered many difficulties in managing and granting construction permits with regulations on setbacks, as well as some other regulations in Decision 56/2021.
Since then, many places have proposed adjustments, such as removing the setback for constructions in central and existing urban areas; only applying to newly planned areas. Some places have even proposed only encouraging the setting back, not requiring it; proposing to clarify the application to new construction permits or renovation and repair permits...
People also face difficulties because some regulations are not suitable for practical application, affecting their rights. In some cases, they have even had to "postpone" house construction for many years while waiting for the city to adjust the regulations.
However, in reality, this adjustment work is delayed. And in the new context, new situation, the authorities should continue to review on a large scale to ensure synchronous and appropriate application of the new planning and practice.
