Through provincial and central capital sources supporting investment in essential infrastructure, serving production and life in ethnic minority areas, it has positively impacted the socio-economic development of rural people. Thereby, many transport and irrigation works have connected with the inland areas to facilitate farmers in transporting agricultural products; promoting the transformation of production structure and developing sustainable agricultural production, promoting the potential and strengths of the regions to produce goods according to the value chain.
The project to invest in essential infrastructure to serve production and life in ethnic minority areas in Tra Cu district has a total investment capital of over 26 billion VND (over 11 billion VND in 2022; over 15.26 billion VND in 2023). Thereby, investing in the construction of 16 works of all kinds (09 completed works, 04 works with construction progress of 30 - 90%, 02 works have handed over the site, 01 work is preparing bidding documents), 13 maintenance works.
Through the central budget directly supporting the new rural construction, Kim Son commune alone has invested more than 3 billion VND to implement 5 traffic works, 4.45km long in the hamlets: Tra Cu B, Giong Xoai, Bai Xao Doi A... In particular, the 6km long dike project along Tong Long canal (the project passes through the hamlets of Bai Xao Giua - Bai Xao Doi B...), with a total investment of nearly 20 billion VND from the provincial budget, has special significance to serve the production of the people here; contributing to protecting about 1,200 hectares.
In addition to the combined dike and traffic, the project also installed 2,139km of low-voltage power lines; 3.4km of medium-voltage lines and 03 transformer stations (50kVA/station). Up to now, the project has completed and put into use 2,473/06km of combined dike and traffic (3m wide road); creating favorable conditions for people to expand and develop aquaculture (white-leg shrimp) about 50ha from sugarcane land converted.
Comrade To Thanh Liem, Secretary of the Kim Son Commune Party Committee, said: In the past, the commune often suffered many adverse impacts in production due to the influence of high tides and salinity intrusion... Thanks to the investment in capital sources such as transportation, dykes combined with transportation; irrigation, farmers have gradually taken the initiative in production and strongly converted sugarcane areas to aquaculture and rice cultivation. In particular, the traffic system connecting hamlets along major canals such as Tong Long canal, Tra Cu estuary... has broken the "monopoly" for people in these areas and the economy of the Khmer people in the commune has gradually developed, taking the initiative in production.
In the agricultural sector, through the impact of State policies, such as support capital under Decree No. 62/2019/ND-CP, dated July 11, 2019 of the Government on management and use of rice-growing land in 2023, Tra Cu district was supported with over 7.3 billion VND to carry out construction, maintenance and repair of traffic and irrigation works with a total length of more than 20.4km; support rice seeds for 1,288 production households with an area of 1,417ha...

According to comrade Thach So Phanh, Deputy Head of the Department of Agriculture and Rural Development of Tra Cu district: accompanying the movement of building new rural areas, especially developing agricultural economy, through annual investment capital sources, Tra Cu has focused on implementing the construction of many irrigation works, dykes to serve production (rice, aquaculture...) contributing to controlling saltwater intrusion for the following years to meet the requirements of agricultural production and people's daily life, minimizing damage caused by drought and saltwater intrusion.
In 2023, the district implemented 109 internal irrigation projects (97 projects planned), 51.6km long; irrigation and drainage area for 1,925ha, total construction value of over 10.2 billion VND. At the same time, localities mobilized farmers to donate land for irrigation with an area of over 60.2ha (equivalent to 1.8 billion VND in counterpart funds for internal irrigation projects).
Farmer Tri Chi Khang, Ben Ba Hamlet, Ham Tan Commune, Tra Cu District shared: since the investment in the combined irrigation and dyke system, people in the hamlet have gradually converted sugarcane land to rice cultivation combined with aquaculture (giant freshwater prawn); the family has converted 0.7ha of sugarcane to green freshwater prawn - rice farming. The economic efficiency is quite high compared to sugarcane; producers have taken the initiative in water resources and minimized damage caused by high tides. Along with that, the roads in the hamlet are well connected, so farmers can transport rice and agricultural materials conveniently.
