Deputy Prime Minister Nguyen Hoa Binh has just signed and issued Decision No. 970/QD-TTg stipulating the responsibilities of heads of state agencies in leading and directing the implementation of tasks on science and technology development, innovation and digital transformation of agencies and organizations.
The Decision clearly states the responsibilities of heads of state agencies in leading and directing the implementation of tasks on science, technology development, innovation and digital transformation of agencies and organizations under their management.
Including responsibility in the work of thoroughly raising awareness and responsibility of civil servants, public employees and workers about the goals, tasks and solutions for developing science, technology, innovation and digital transformation: Fully aware of the importance and thoroughly grasp the viewpoints, guidelines and policies of the Party and regulations of the State on developing science, technology, innovation and digital transformation; proactive, pioneering, exemplary and leading in implementing tasks on developing science, technology, innovation and digital transformation.
Directly organize dissemination, raise awareness and responsibility of agency and unit leaders and all cadres, civil servants, public employees and workers in agencies and organizations about the goals, tasks, solutions for science and technology development, innovation and digital transformation in agencies and organizations under their management.
Responsibility for leadership and direction in implementing tasks on science, technology development, innovation and digital transformation of agencies and organizations under management: Directly in charge of, leading and directing the implementation of tasks on science, technology development, innovation and digital transformation of agencies, organizations and localities and being responsible to the Party Committee, Party organization of the agency, organization and competent superior agency for the results of task implementation.
Develop separate plans or integrate scientific research, technology development, innovation and digital transformation tasks into the annual work programs and plans of agencies and organizations, ensuring compliance with the Party and State's policies and guidelines; ensuring clear tasks, responsibilities, deadlines and feasibility.
Directly direct the review, development, promulgation under authority or submit to competent authorities for promulgation of legal documents, regulations, and rules of agencies and organizations to ensure legal basis, remove bottlenecks, difficulties, and obstacles, free up resources, create conditions for the development of science, technology, innovation, and digital transformation in agencies and organizations; directly identify breakthroughs, ensure there are breakthrough projects on the development of science, technology, innovation, and digital transformation in the sectors and fields under the management of the ministry, branch, and locality.
Directing the allocation of financial resources for science, technology, innovation and digital transformation development in accordance with the practical situation and development requirements of ministries, branches and localities; mobilizing appropriate social resources to serve the development of science, technology, innovation and digital transformation of agencies and organizations...
Responsibility for building and perfecting human resources to perform tasks of science, technology development, innovation and digital transformation of agencies and organizations under management: Arrange staffing and number of employees to ensure meeting the requirements of implementing tasks of science, technology development, innovation and digital transformation of agencies and organizations; search, discover, recruit and have preferential policies for personnel with good expertise in science, engineering and technology to work at agencies and organizations.
Arrange the proportion of cadres with expertise and experience in science, technology, and digital transformation in the leadership team of each agency and organization in accordance with task requirements (striving for a minimum of 25%).
Strengthen specialized focal points or officers directly responsible for science, technology, innovation and digital transformation development in agencies and organizations under their management; direct the development of plans, organize and implement training and fostering to raise awareness of science, technology, innovation and digital transformation for 100% of officers, civil servants and public employees of agencies and organizations.
Responsibility for the work of preventing and combating corruption, negativity and waste in implementing tasks on science, technology development, innovation and digital transformation of agencies and organizations under their management: Publicity, transparency, ensuring accountability in implementing tasks on science, technology development, innovation and digital transformation of agencies and organizations.
Take measures to prevent, detect and handle cases of corruption, negativity and waste in the implementation of tasks related to science, technology development, innovation and digital transformation of agencies and organizations. Timely and strictly handle heads of agencies and organizations under their management who allow corruption, negativity and waste to occur.
Responsibility for monitoring, urging, inspecting and evaluating the results of implementing tasks on science, technology development, innovation and digital transformation of agencies and organizations under management: Monitoring, urging and inspecting the implementation and results of implementing tasks on science, technology development, innovation and digital transformation of agencies and organizations; promptly detecting problems and obstacles for adjustment and supplementation to meet practical requirements.
Directly assess the effectiveness of investment in science, technology, innovation and digital transformation; assess the level of completion of digital transformation tasks of agencies, organizations, heads and cadres, civil servants and public employees under their management authority according to regulations of competent agencies. The results of task implementation are the criteria for evaluating and classifying the quality of cadres, civil servants and public employees and implementing annual emulation and rewards for individuals, agencies and organizations./.
