Dien Chau - Bai Vot highway rest stop in Ha Tinh remains "inactive"

The 49.3km Dien Chau - Bai Vot expressway (the section through Nghe An is 44.4km long, the section through Ha Tinh is 4.9km long) will be put into operation on the entire route from June 30, 2024. According to the approved design, on this expressway there will be a rest stop built at Km478+200, in Yen Ho commune, Duc Tho district, Ha Tinh province. The joint venture of Vietnam National Petroleum Group ( Petrolimex ) - Thua Thien Hue Petroleum Company is the investor of the Dien Chau - Bai Vot expressway rest stop in Yen Ho commune, Duc Tho district with a construction cost of more than 210 billion VND. According to Nguyen Anh Duc, Vice Chairman of Duc Tho District People's Committee, the Dien Chau - Bai Vot expressway rest stop in Yen Ho commune, Duc Tho district, has a total area of 6 hectares (3 hectares/side). The locality has completed site clearance work since November 2024.
Duc Tho district also granted an environmental license to build a rest stop after the investor submitted a request document.
However, according to Ha Tinh Newspaper, up to this point - early June 2025, the rest stop on the Dien Chau - Bai Vot expressway in Yen Ho commune, Duc Tho district, is still just an empty lot, the investor has not yet started construction.
The land area for building the rest stop has been surrounded by a steel fence.
At the 17th meeting of the State Steering Committee for important national and key projects in the transport sector held on May 10, Prime Minister Pham Minh Chinh requested that some localities with remaining problems should speed up the handover of rest stop sites, completing them by May 20 at the latest. The goal is to start and complete essential service works at rest stops on the expressway before December 31, 2025. From now until the Government's required deadline, there are less than 6 months left, while from September onwards, Ha Tinh will enter the rainy season, the construction will be affected, making it very difficult for the Dien Chau - Bai Vot expressway rest stop to "finish" as required.
According to information from the Vietnam Road Administration, the progress of the rest stops that Petrolimex won the bid for is behind schedule. This is due to the fact that Petrolimex is a state-owned enterprise and must organize bidding to select consultants and construction contractors, which takes a lot of time. The Administration has asked Petrolimex to study solutions to speed up the progress and complete procedures to start construction of the rest stops soon.
Rest stops on the highway are considered "safety posts" that help drivers rest, recover, reduce fatigue and drowsiness while driving, ensure personal needs such as eating, drinking, hygiene... as well as have necessary stops to check the vehicle if there are any unusual signs, contributing to ensuring traffic safety.
The fact that the rest stop on the Dien Chau - Bai Vot highway in Yen Ho commune, Duc Tho district, has not been built has caused many worries for drivers, posing a high risk of traffic safety.
