Continuing the ninth session program, on the afternoon of May 10, discussing in the Group about the draft Law amending and supplementing a number of articles of the Law on Planning, many delegates said that the draft Law, in addition to amending a number of contents related to perfecting the planning system and simplifying planning contents, also adds regulations on the order and procedures for adjusting planning for the period 2021 - 2030. Thereby meeting the requirements of arranging provincial-level administrative units in the direction of simplification and promoting decentralization and delegation of power.

Believing that this time the National Assembly will only discuss amending and supplementing a number of articles of the Law on Planning, delegate Nguyen Phi Thuong (Hanoi Delegation) requested the drafting agency to supplement the missing content to suit current reality.

Regarding the content of the two-level government that will come into operation from July 1, delegate Nguyen Phi Thuong stated that in the past, a series of district-level plans had been selected by localities for consultation and implementation, but had not yet been approved. Localities had spent a lot of time researching and appraising through different levels before reaching the final step.

"Therefore, this amendment to the Planning Law needs to add transitional provisions so that district-level planning can continue to be implemented when implementing a two-level government," delegate Nguyen Phi Thuong suggested.

Delegate Nguyen Phi Thuong said that speeding up the approval process of some specialized plans, national plans, regional plans, and provincial plans is very important. However, the draft revised Law this time does not mention the contents related to the appraisal, approval, announcement, and implementation of assessment of these plans.

“If we only record implementation according to relevant legal regulations, the implementation process will be very difficult. Therefore, the drafting agency needs to add principles and orientations in the draft Law to ensure feasibility,” delegate Nguyen Phi Thuong suggested.

In Conclusion No. 126-KL/TU, the Politburo and the Secretariat especially emphasized the content of promoting decentralization and delegation of authority to localities. To increase initiative, flexibility and suitability to reality, delegates suggested that the drafting agency consider and supplement Articles 15 and 16 of the draft Law with contents in the direction of decentralization and approval of provincial planning tasks from the Prime Minister to the provincial People's Committee, after receiving appraisal opinions from specialized agencies.

Regarding the plan to implement the planning, delegate Hoang Van Cuong (Hanoi Delegation) agreed with the decentralization to lower-level management agencies for implementation, but not applicable to the list of priority projects.

Believing that the amendment of this Law should focus on removing difficulties and bottlenecks in planning work in the past, delegate Ta Dinh Thi (Hanoi Delegation) suggested that the drafting agency avoid the situation of removing one bottleneck but creating other bottlenecks when amending and supplementing a number of articles of the Planning Law.

Accordingly, the drafting agency needs to review and thoroughly implement the Politburo's resolutions, including Resolution No. 57-NQ/TU on breakthroughs in science and technology development, innovation and national digital transformation, to apply science and technology to planning work, especially in the use of national databases.

* On the afternoon of May 10, National Assembly deputies also discussed many contents related to the draft Law on amending and supplementing a number of articles of the Law on Enterprises and the draft Law on amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy.
