Awarding the decision to appoint Mr. Pham Manh Cuong - Director of the Department of Agriculture to hold the position of Deputy Head of the Government Office

This morning (March 7), Permanent Deputy Prime Minister Nguyen Hoa Binh presented the Decision to appoint Mr. Pham Manh Cuong, Director of the Department of Agriculture, to the position of Deputy Head of the Government Office .

Attending the ceremony were Minister, Head of the Government Office Tran Van Son; Deputy Heads of the Government Office; leaders of departments, offices and units under the Government Office.

Presenting the appointment decision and congratulating the new Deputy Head of the Government Office Pham Manh Cuong, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that this is a great honor for comrade Pham Manh Cuong personally and a common joy for the Government Office to be promptly reorganized and have additional leaders.

The Government Office this term has to undertake a huge amount of work. In the past time, in the condition of lack of personnel, the collective leadership of the Government Office together with all the officials and civil servants of the Government Office have worked day and night, making great efforts to perform well the functions and tasks of the general staff agency, assisting the Government and the Prime Minister. Up to now, the Government Office has been fully staffed with 5 Deputy Directors according to regulations.

The Permanent Deputy Prime Minister assessed that Comrade Pham Manh Cuong is a well-trained professional officer who has held many positions; has accumulated a lot of experience in advising on the development, direction, coordination and implementation of mechanisms, policies, strategies, planning and plans in the fields of agriculture, natural resources, environment, natural disaster prevention and climate change; has a serious, dedicated and highly responsible working spirit; coordinates well with agencies, units, ministries, branches and localities...

Deputy Prime Minister Nguyen Hoa Binh hopes that in his new position, Comrade Pham Manh Cuong will continue to promote his capacity, experience, strive, uphold his sense of responsibility, coordinate work more closely, spend more time on in-depth research, promptly advise on perfecting institutions, planning mechanisms, policies, plans and organizing the implementation of tasks and solutions to effectively implement strategic breakthroughs, especially in the assigned work areas.

At the same time, together with the collective leadership of the Government Office, perform well the assigned functions and tasks, closely follow the direction of the Prime Minister, deploy key and focal tasks, meet the expectations and trust of the Prime Minister, Deputy Prime Ministers and the collective leadership of the Government Office.

Expressing his emotion at being appointed to the new position, the new Deputy Head of the Government Office Pham Manh Cuong deeply realized that this was a great honor, but also a very heavy responsibility.

He affirmed that he will constantly strive to practice, make every effort, inherit and promote the glorious traditions and valuable experiences of previous generations, closely follow the practical life, the Party's policies and guidelines, the State's laws, strictly comply with the direction of the Prime Minister and Deputy Prime Ministers, submit to the assignment, leadership and direction of the Minister and Chairman, and will unite with the collective leadership and civil servants of the Government Office, promote intelligence and courage, promptly and effectively advise the Government and the Prime Minister in directing, operating, and serving the socio-economic development of the country.

Previously, on March 4, 2025, Prime Minister Pham Minh Chinh signed Decision No. 515/QD-TTg appointing Mr. Pham Manh Cuong, Director of the Department of Agriculture, Government Office, to hold the position of Deputy Head of the Government Office.

Mr. Pham Manh Cuong was born in 1971, hometown: Nam Truc, Nam Dinh. He has a PhD in agricultural science (at Goettingen University, Germany), a master's degree in natural resource management (at Asian Institute of Technology), and a bachelor's degree in general forestry (at Vietnam Forestry University).

Mr. Pham Manh Cuong is a well-trained officer with solid professional qualifications and over 30 years of experience working in local and central state management agencies, including over 20 years as a specialist and department-level leader at the Ministry of Agriculture and Rural Development, 2 years as Deputy Director of the Department of Agriculture and Rural Development of Tuyen Quang province, and 7 years as Department Head at the Government Office.

The current leadership of the Government Office includes Minister and Director Tran Van Son and Deputy Directors: Mr. Nguyen Sy Hiep, Ms. Mai Thi Thu Van, Mr. Do Ngoc Huynh, Mr. Trinh Manh Linh and Mr. Pham Manh Cuong.
