Implementing the direction of the head of the Ministry of National Defense , the General Department of Personnel and Technology coordinated with the Military Industry-Telecoms Group (Viettel) and Command 86 to build and complete the software and database of military electronic health records and check the information security of the database software before putting it into use at units and hospitals of Military Region 3, Army Corps 12, Military Technical Academy and the General Department of Personnel and Technology.

The purpose is to gradually specify the contents in the implementation of electronic health records for soldiers, as a basis for evaluation and experience drawing, to advise and propose to the Ministry of National Defense before deploying throughout the army; clearly assigning responsibilities of the agencies and units in charge and coordinating implementation.

The software and database of military electronic health records include 7 parts: System objectives; legal basis; military electronic health records management process; medical examination and treatment data interconnection process; implementation conditions; recommendations, proposals; system demo.

Military electronic health records are created, displayed, updated, stored and shared electronically, stored according to hierarchy, authorization and are secured. The records will fully manage military health information from enlistment to discharge, job transfer, retirement, serving the work of monitoring and health statistics of the entire unit; scientific research, training, education, medical examination; mobilization, rotation, training and settlement of health-related policies; serving the work of medical examination and treatment at military hospitals.

The system is connected to medical examination and treatment data of soldiers stored in the management software of military hospitals; connected to the database of soldiers participating in health insurance and the general reporting system of the Army's logistics and engineering sector. At the same time, it connects to the military database to update information when soldiers transfer units, change ranks, change positions, retire, quit their jobs, are discharged from the army, take leave, etc.

Speaking at the conference, Major General Do Anh Tuan requested that the authorities soon organize training for units to exploit and use the software. Share medical examination and treatment data of military health insurance; organize quality assessment, check information security; review the function of digitally signing data on the software, ensure the accuracy and security of data after entering and sending to the superior military medical agency.

Agencies implementing the software should promptly complete software functions and additional business processes, ensure stable software operation, and guide agencies and units in entering data into the software, ensuring correctness, completeness, and accuracy, and develop operating regulations, exploit and use the system safely in all aspects, meeting the requirements of assigned tasks.
