The Congress assessed that in the 2020-2025 term, the Party Committee of Division 301 and Party committees and commanders at all levels, along with all cadres, Party members and people in the Division, have been united, proactive, creative, and strived to comprehensively complete the goals and tasks set out in the Resolution of the 10th Party Congress of the Division, with many tasks being well completed and some tasks being excellently completed.

Notably, the overall quality, strength, level and combat readiness of the Division have been improved; training and exercises have been innovated; organization and staffing have been adjusted in the direction of "refined, compact, strong"; the building of a regular discipline has had progressive changes... The Division has promoted its role as a working army in participating in preventing, combating and overcoming the consequences of natural disasters, epidemics, and building new rural areas.

From the achievements and results, in the 2025-2030 term, the Party Committee of Division 301 determined to thoroughly grasp the Party's guidelines and viewpoints on military and national defense, the task of building and protecting the Fatherland in the new situation as well as the resolutions of the Party Congresses at all levels. The leaders strictly implemented the decisions on organization and staffing; improved the quality and results of training, political education, law dissemination, and exercises.

Along with that, promote military administrative reform, apply digital transformation, build discipline, create solid changes in law enforcement, discipline and ensure safety in all aspects; take good care of the material and spiritual life of soldiers. Speaking at the congress, Lieutenant General Nguyen Quoc Duyet congratulated and praised the results and achievements that the Party Committee of Division 301 led the unit to achieve in the past term; agreed with the contents of the report at the congress, especially the directions, goals, breakthroughs, tasks and leadership solutions that the Party Committee of the Division determined in the coming term.

Colonel Nguyen Dinh Thao, Deputy Secretary of the Party Committee and Commander of Division 301, presented the review report of the Party Executive Committee for the 2020-2025 term.

Lieutenant General Nguyen Quoc Duyet also pointed out shortcomings and limitations, requesting the Party Committee of the Division to resolutely lead in overcoming and rectifying. Emphasizing that in the coming time, the requirements of the tasks will be increasingly high, in order to successfully complete the assigned tasks, the Commander of the Hanoi Capital Command requested the Party Committee of Division 301 to continue to thoroughly grasp and strictly implement the instructions, plans and orders of the superiors; closely coordinate with the forces to grasp the situation; promptly adjust, supplement and complete the system of combat documents; practice the plans proficiently, protect the safety of targets and political events in the capital, and avoid being passive and surprised.

Along with that, proactively develop plans, prepare well materials, forces, and means, and be ready to mobilize to carry out tasks to help people prevent, combat, and overcome the consequences of natural disasters, and search and rescue. Focus on overcoming weak links and weak aspects; innovate the form, organization, and training methods for subjects to ensure closeness to actual combat; improve the level of command organization and coordination in handling situations.

At the same time, closely coordinate with localities to assign resources to re-examine and arrange reserve soldiers and technical equipment to the Division in sufficient quantity and compact area; well implement the grassroots democracy regulations; improve the quality and effectiveness of Party work and political work in tasks; focus on building a strong and clean Party organization, a strong and comprehensive Division that is "exemplary and typical".
