In the past, military academies and schools have developed 32 training program standards for military higher education levels, including: 17 undergraduate; 6 masters, 9 doctors. The Standing Office synthesizes and completes documents submitted to the Chief of the General Staff, including: Layout of standard programs for higher education levels with 10 components; regulations on training time, number of credits. Current training program standards have been updated with new documents regulating digital skills and foreign languages ​​of the State and the Army; built on the basis of State legal documents, circulars, decisions, and instructions of the Ministry of Education and Training , the Ministry of National Defense, in accordance with the objectives prescribed in the Law on Higher Education and the Vietnam National Qualifications Framework, as well as inheriting the implemented framework program.

Currently, 5 foreign languages ​​are being taught at military academies and schools, of which English and Russian are the 2 main foreign languages. From 2020, foreign languages ​​(English or Russian) will be required as graduation exams, depending on each training major. Meanwhile, IT is taught to training subjects at all academies and schools, mainly equipping them with knowledge and skills in basic IT use and some digital transformation and e-government content.

At the workshop, delegates focused on discussing and proposing to continue investing in modern facilities and equipment; improving the professional qualifications of lecturers; standardizing teaching content close to the reality of digital transformation work; building a digital competency framework for learners; building a set of smart school criteria; making foreign languages ​​(English, Russian) a compulsory language in the training program for university-level platoon-level officers, as a graduation exam subject...

In his concluding remarks at the workshop, General Nguyen Tan Cuong acknowledged and commended agencies, units, academies, and schools throughout the army for thoroughly grasping and drastically and synchronously implementing many breakthrough solutions to strongly innovate education and training work.

To implement the motto "The quality of training of the school is the combat readiness of the unit", to improve the quality of education and training, General Nguyen Tan Cuong requested that academies and schools coordinate with competent agencies to complete and supplement the training program standards for all levels of military higher education before June 15, 2025; at the same time, review, adjust and supplement new content. The General Staff shall preside over and direct the Department of Military Training - Schools to develop a Directive of the Minister of National Defense on strengthening training, fostering foreign languages, IT, digital transformation, to be completed by mid-July 2025.

Deploying a shared digital learning resource warehouse, including data on teaching and learning foreign languages, IT directly and online on the military data transmission network, to be completed in September 2025. The Academy of Military Science and the Academy of Military Engineering will coordinate to compile textbooks, documents, electronic lectures in English, specialized Russian and languages ​​of neighboring countries and IT, digital transformation; building model classrooms, to be completed in August 2025, serving schools and units throughout the army.

In the coming time, General Nguyen Tan Cuong requested agencies, units, academies, and schools to focus on thoroughly grasping and strictly implementing the resolutions, conclusions, and directives of the Central Committee, the Central Military Commission, and the Ministry of National Defense on breakthroughs in science and technology development, innovation, and digital transformation; projects, plans, and plans on education and training, especially foreign languages ​​and IT. Grasp and accurately forecast the situation, promptly advise and propose the Central Military Commission and the Ministry of National Defense to issue a system of documents on education and training that are scientific, synchronous, unified, appropriate, and feasible.

Along with that, improve the effectiveness of coordination between educational management agencies at all levels with units and schools, between schools and units, between schools and schools and educational organizations inside and outside the Army, between schools and families and localities in educational and training activities.
