In recent times, the provincial Tax Department has coordinated with relevant agencies to synchronously deploy many solutions to achieve the goal of 100% of petroleum retail businesses in the province issuing electronic invoices (E-invoices) for each petroleum sale according to regulations. However, up to now, the number of stores implementing E-invoices for each petroleum retail sale is still small.
Few stores deployed
According to Mr. Tran Van Cuong - Store Manager No. 20, Vinh Hai Ward (Nha Trang City) of Phu Khanh Petroleum Company, as soon as the application of electronic invoices for each sale was implemented, the store strictly complied. Accordingly, after each sale, whether the buyer buys a little or a lot of gasoline, the system at the gas station will automatically connect to issue electronic invoices. Therefore, whether the buyer takes the invoice or not, the invoice will still be issued and the tax authority will fully manage the sales and invoices. Up to now, the company has equipped modern gasoline pumps of the new generation, serving well for sales and management. With the advanced system management software of the Vietnam National Petroleum Group ( Petrolimex ) and the active support of the supplier, since applying the solution of issuing electronic invoices, the company's sales and invoicing activities for each sale have been smooth.

Implementing the plan of the Vietnam National Petroleum Group, Phu Khanh Petroleum Company has actively reviewed the infrastructure, equipment, Internet connection, and organized training for all employees in the unit on the solution of issuing invoices immediately after each sale. Accordingly, from July 1, the company has officially established electronic invoices for each sale at 102 retail stores across the system of the unit, of which Khanh Hoa has 42 stores. Mr. Ngo Van Van - Deputy Director of Phu Khanh Petroleum Company shared: "In fact, implementing the solution of issuing electronic invoices immediately after each sale has many benefits and does not affect the business activities of the unit. The company is ready to support solutions and share experiences for units that need to issue invoices for each sale in the petroleum sector".
According to the provisions of the Law on Tax Administration and its implementing documents, when selling goods or providing services, the seller must issue an electronic invoice to the buyer. In particular, for the business and retail of gasoline and oil, the time to issue an electronic invoice to the customer is the time when the sale of gasoline and oil ends for each sale. Through the review of the Tax Department, currently, in the province, there are 219 retail gasoline and oil stores and 871 fuel pumps. Up to this point, although the majority of stores have issued electronic invoices at the end of the selling day, the implementation of issuing electronic invoices for each sale is still limited. Currently, only stores under Phu Khanh Petroleum Company issue invoices for each sale.
Implement multiple solutions
Immediately upon receiving the Prime Minister's telegram, the official dispatch of the Ministry of Finance and the General Department of Taxation on the implementation of the regulations on electronic invoices for each sale of gasoline and oil retail business, the Provincial Tax Department has issued a document advising the Provincial People's Committee to direct departments, branches, People's Committees of districts, towns and cities to coordinate with tax authorities in the management of electronic invoices for gasoline and oil business activities in the province. The Provincial Tax Department has also sent an official dispatch requesting that gasoline and oil businesses in the province deploy to their retail gasoline and oil stores that are required to issue electronic invoices at the end of each gasoline and oil sale, and that sellers must fully store electronic invoices to ensure that they can be looked up when requested by competent authorities... The Provincial Tax Department has coordinated with the Department of Industry and Trade, the Department of Standards, Metrology and Quality (Department of Science and Technology) to review and evaluate the current status and electronic features of gasoline and oil pumps and grasp the difficulties and obstacles of businesses in the implementation process.
According to Ms. Nguyen Ngoc Thuy - Head of Propaganda and Taxpayer Support Department, Provincial Tax Department, in order to complete the goal of 100% of petroleum retail businesses in the province issuing electronic invoices for each sale, in the coming time, the Provincial Tax Department will continue to resolutely, synchronously and effectively implement many solutions. Specifically, strengthening propaganda on the use of electronic invoices in general and electronic invoices for petroleum retail in particular to help people and businesses understand the benefits, responsibilities and effectiveness of using electronic invoices, raising taxpayers' awareness of compliance; propagating and expanding the implementation of electronic invoices generated from cash registers, this is the optimal solution for petroleum businesses, bringing practical benefits to both businesses and consumers. On the other hand, the Provincial Tax Department accompanies taxpayers to support and resolve difficulties and problems in the process of implementing electronic invoices and in complying with tax laws; grasp the current status of electronic invoice implementation for each sale of local petrol stations; proactively coordinate with relevant agencies to strengthen connections and information exchange. Along with that, the tax authority will strengthen inspection and examination of electronic invoice creation at petrol stations to ensure compliance with legal regulations, thereby strictly handling cases of non-compliance.
